GRANTING A VARIANCE FROM SECTION
14.36.010 OF THE BUFFALO GROVE SIGN ORDINANCE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and
WHEREAS, HIFFMAN SHAFFER ASSOCIATES, INC., 351 Hastings Lane,
Buffalo Grove, Illinois, Owner of the hereinafter legally described real property
commonly known as 351 Hastings Lane, has requested a variation from Section
14.36.010.0, of the Buffalo Grove Sign Ordinance for the purpose of permitting a
leasing sign to be installed in front of the building at 351 Hastings Lane; and
WHEREAS, the Zoning Board of Appeals has held a public hearing, received
testimony, prepared minutes, made certain findings, and has made an affirmative
recommendation on said request for variation; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby
determine and find that said variation is in harmony with the general purpose and
intent of the Sign Ordinance, and that (1) the ordinance in question would cause undue
and unnecessary hardship to the sign user because of unique or unusual conditions
pertaining to the property, (2) the granting of the requested variances will not be
materially detrimental to the property owners in the vicinity, (3) the unusual conditions
applying to the specific property do not apply generally to other properties in the
Village, and (4) the granting of the variances will not be contrary to the general
objective of this title of moderating the size, number and obtrusive placement of signs
and the reduction of clutter.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE

COUNTIES, ILLINOIS, as follows:
Section 1. The preceding WHEREAS clauses are hereby adopted by the
Corporate Authorities.
Section 2. A variation is hereby granted to Section
14.36.010 of the Village Zoning Ordinance to the following legally described real
property:
Lot 2 in Missner /Hastings Subdivision being a subdivision of part of the
north half of the southwest quarter of section 34, township 43 north,
range 11, east of the third principal meridian, according to the plat thereof
recorded March 31, 1998 as Document No. 4110071 in Lake County,
Illinois.
The specific variation is to permit a variation to Section 14.36.010 pertaining to
Real Estate Signs to permit installation of a 4'x 8' "For Lease" sign at 351 Hastings
Lane.
This variation is subject to the following condition: 1) the variance is granted for
a maximum period of one (1) year or until the building is occupied, if that occurs before
the expiration of one (1) year.
Section 3. This Ordinance shall be in effect from and after its passage and
approval. This Ordinance shall not be codified.

Request is being made by Parvin - Clauss Sign Company, on
behalf of Hiffman Shaffer Associates, Inc. for variance of
Sign Code, Section 14.36.010 - 0, pertaining to Real Estate
Signs, for the purpose of installing a "For Lease" Sign at
351 Hastings Lane.
Notice of the public hearing was published in the Buffalo
Grove Herald on Wednesday, July 1, 1998.

Mr. Gilmore said they have a potential buyer for Model D -2
and it would be built with one (1) house between the two (2)
models, D -1 and D -2 on lots 4 and 6. If a third D -1 or D -2
model is selected for construction, it would be on Lot 10.
A poll was taken:
Com. Dorfman, Smith, Johnson and Cea said Models D -1 and D -2
are significantly different.
Com. Masure said Models D -1 and D -2 are similar.
Com. Smith clarified his motion to recommend approval of the
new Relics of Old models, D -1, D -1, E and F, as submitted,
specifically noting that Models D -1 and D -2 are to be
considered significantly different.
Com. Johnson seconded the revised motion.

B. 351 Hastings Lane - HSA "For Lease" Sign
Recommendation for Variance
Mr. Bob Clauss, Parvin - Clauss Sign Company, requested a
recommendation that would permit installation of a "For
Lease" sign at 351 Hastings Lane. He described the sign.
It will be a 4' x 8' single faced plywood sign installed
on 2 -1/2' green channel steel posts. The height of the
sign is 6 -1/2 feet and it will be set back ten feet (10')
from the property line.
Com. Masure asked about the reference to NAI (New America
International) in the corner of the sign.
It is an organization Hiffman Shaffer Associates belongs to
that is a consortium of real estate companies. It is
acceptable copy.

Com. Johnson said he would prefer the sign to be installed
on 411 x 4" wood posts and Mr. Clauss agreed to this change.
Com. Johnson made a motion to recommend approval of a
variance that would permit installation of the HSA "For
Lease" sign as requested by Parvin - Clauss with the stipu-
lation that the posts be 4" x 4" wood painted to match the
background of the sign.

C. Hamilton Partners - "For Lease" Signs at
151 Hastings Drive and 1081 Johnson Drive
Mr. John Johnson, C. Johnson Sign Company, requested a
recommendation for a variance of the Sign Code, that would
permit installation of a "For Lease" signs at 351 Hastings
Drive and 1087 Johnson Drive.
Hamilton Partners believe the size limitation of six (6)
square feet for leasing signs is not adequate advertising
for a complex the size and magnitude of the buildings they
are trying to lease.
The 41 x 81 signs are mounted on 4" x 41' wood posts painted
green. The height of each sign will be seven feet (71). The
signs will be installed ten feet (101) from the property
line.
In response to the question of whether a time limit should
be placed on the motion, Mr. Schar said the Appearance
Commission should only address the aesthetics of the signs
because the new ordinance will address the time issue.
It was noted that the copy of the sign that was submitted
for 1087 Johnson Drive states: "Available in March 1998.
Mr. Johnson said he would change the copy to read "Now
Available" or "Immediate Occupancy."

The Village Engineer's Review, dated August 7, 1998,
states: "There is no line -of -sight issue with this
proposal."
Com. Windecker made the following motion:
I move we grant the request of Jeffrey and Kelly
Lerman, 12 Chestnut Court East, for variance of
Municipal Code, Section 15.20.040, pertaining to
Residential Districts, for the purpose of con-
structing a five foot (5') that would extend a
distance of twenty feet (201) from the house,
and a distance of twenty feet (201) east, as
shown on the plat of survey submitted with the
application.
Petitioner having exhibited unique circumstances,
the proposed fence will not alter the essential
character of the neighborhood and will not be
detrimental to the public health, safety and
welfare.
Com. Sandler seconded the motion.
Roll Call Vote: AYE - Entman, Sandler, Windecker, Paul
NAY - None
Motion Passed - 4 to 0. Findings of Fact Attached.
Permit may be issued in fifteen (15) days - Sept. 3, 1998.
