1997-09711/21/97 0 ORDINANCE NO. 97- 97 AN ORDINANCE AMENDING TITLE 15 OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the provisions of the Constitution of the State of Illinois of 1970. NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: SECTION 1: Chapter 15.04 of the Village of Buffalo Grove Municipal Code is hereby amended as follows: Chapter 15.04 BUILDING CODES Sections: 15.04.010 Adoption by reference 15.04.020 Amendments 15.04.010 Adoption by reference. The 1996 BOCA� National Building Code (Thirteenth Edition) is adopted by reference and may be printed in pamphlet form. 15.04.020 Amendments. The 1996 BOCA National Building Code (Thirteenth Edition) is hereby amended as follows: Section 111.4 Compliance with site plan. (Amend to read as follows) It shall be the responsibility of the builder /developer to submit to the Building and Zoning Department a spot survey prepared by a Registered Land Surveyor after the foundation is installed. This survey must be at a scale of not less than one inch equal to thirty feet (1 " =30'). The survey must also indicate the elevation above -1- sea level of the top of the foundation wall and the top of the curb and sidewalk at lot lines extended relative to a United States Geological Survey benchmark. No construction will be allowed to proceed except for decking, underground water and sewer, and related items until the spot survey is approved by the Building and Zoning Department. This section applies to principal structures only and not to additions or accessory structures. Section 112.3.1 Fee schedule. (Amend to read as follows) A fee for each plan examination, building permit and inspection shall be paid prior to the issuance of permit(s) in accordance with the following schedule: l.A Building Permit Fees: For construction valuation of $1,000 or less, the fee will be $ 25.00. For construction valuation over $1,000, the fee will be $25.00 for the first $1,000, plus $10.00 for each additional $1,000 or fraction thereof through $20,000. For construction valuation over $20,000, the fee will be $225.00 for the first $20,000, plus $ 8.00 for each additional $1,000 or fraction thereof. B. Plumbing Bond - Required: Any person engaging in the business of plumbing installations in the Village shall execute and file with the building official a surety bond payable to the Village, in the sum of ten thousand dollars ($10,000). This bond must remain in full force and effect while any plumbing work is being performed in the Village. Sewer repair work requires a ten thousand dollar ($10,000) surety bond. 3. Electrical Contractor Registration - Required (a) Registered Electricians and /or Electrical Contractors: (Amend to read as follows) It shall be unlawful for any person to engage in the business of electrical contractor, without being registered as an electrician or an electrical contractor. If such person is registered for the current year in another city or village within the State of Illinois, in conformity with the state statutes, such electrician or electrical contractor shall be required to show proof of such registration. The term "registered electrician" as used in this section shall be understood to mean any person installing or altering electrical equipment for the utilization of electricity supplied for light, heat or power, not including radio apparatus or equipment for wireless reception of sounds and signals, conductors and other equipment installed under the jurisdiction of the Illinois Commerce Commission, for use in their -3- operation as public utilities; but the term "registered electrician" does not include employees of an electrical contractor who perform or supervise work. The Corporate Authorities, by virtue of the Illinois Compiled Statutes, requires candidates for electrical registration to successfully complete a written examination administered by the Village Electrical Commission. (b) Home Owners: The requirement for a registered electrician may be waived with special permission from the Director of Building and Zoning or Electrical Inspector. . (c) Where a registered electrician or electrical contractor is found doing electrical work without a permit on two (2) separate occasions within any twelve (12) month period, a hearing shall be held by the Electrical Commission, in the presence of the Electrical Inspector, at which time the permit privileges of said electrician or electrical contractor may be suspended for a period of time not to exceed one (1) year. (d) In cases of emergency, the Electrical Inspector has the authority to disconnect current to any electrical equipment found to be unsafe. 5. (h) Electrical permit fees for sign installations shall be based on circuit count in subsection (a) above. (i) Minimum plan review fee shall be $25.00 or twenty -five percent (25 %) of the building plan review fee - whichever is greater. 6. Mechanical Contractor License - Required: Any person engaging in the business of heating, air con- ditioning or refrigeration contracting shall be licensed by the Village. Upon the filing of such application for license with the building official and the receipt of a surety bond payable to the Village in the sum of ten thousand dollars ($10,000), which must remain in full force and effect while any heating, air conditioning and refrigeration work is being performed, and the payment of the license fee of fifty dollars ($50), the building official shall issue a license for the calendar year in which it is issued. 7. Plan review fee 25.00 The installation permit fee shall be in addition to any electrical or plumbing fees that may be required. 11. Health Department Plan Review Fees: Plan review fees for the Health Department shall W be $25.00 or 25% of building plan review fee - whichever is greater. 12. Reinspection Fees: The aforementioned permit fe reinspection. Any inspection or covered by the fees designated in charged at fifty dollars ($50.00) hour or any part of an hour. 13. Work Prior to Permit: es include one (1) reinspection not this section shall be per inspection per Where work has been started prior to the issuance of a permit, the normal permit fee shall be doubled with a minimum of twenty -five dollars ($25.00) and a maximum of five - hundred dollars ($500.00). Section 310.6 Use Group R -4 structures (Amend to read as follows) This use group shall include all detached one or two - family dwellings no more than three stories in height, and the accessory structures as indicated in the one - and two - family dwelling code listed in Chapter 35. All such structures shall be designed in accordance with the one and two family dwelling code listed in Chapter 35 or in accordance with the requirements of this code applicable to Use Group R -3. Section 402.16 Smoke Control: (Amend by adding the following) A smoke control system conforming to Section 922.0 shall be installed. Section 407.3 Attached garages.(Amend to read as follows) Private garages located beneath rooms in buildings of Use Group R -1, R -2, R -3 or I -1 shall be separated from adjacent interior spaces by fire partitions and floor /ceiling assemblies which are constructed with not less than a 1 -hour fireresistance rating. Attached private garages shall be completely separated from the adjacent interior spaces and the attic area by means of 5/9 inch gypsum board or the equivalent applied to the garage side. W Attached private garages shall be completely separated from adjacent tenant vehicle spaces by means of a floor to ceiling partition or by a partition extending to the underside of the roof deck. All interior combustible framing shall be covered with 5/8 inch gypsum board or the equivalent. Exceptions: 1. Garages of Type 1 or 2 construction or 2. Fully sprinklered garages complying with NFPA 13. 3. Overhead doors including header and jambs. Section 407.4 Attached to rooms: (Amend to read as follows) Private garages attached side -by -side to rooms in buildings of Use group R -1, R -2, R -3 or I -1 shall be separated from adjacent interior spaces by fire partitions and floor /ceiling assemblies which are constructed with not less than a 1 -hour fireresistance rating. Overhead doors including header and jambs. Section 407.10 One -story frame detached garage and accessory buildings. (Amend by adding the following) Comply with construction requirements for one -story dwellings with the following exceptions: 1. Foundation walls and footings shall not be less than eighteen inches (18 ") below finish grade, six inches (6 ") minimum thickness at the top and shall be flared to not less than twelve inches (12 ") at the bottom. 2. Grade beam construction is permitted consisting of a four inch (4 ") concrete floor that is monolithically poured over a minimum four inches (4 ") of crushed stone, sand or gravel with a minimum ten inches (10 ") thickened outer edge and a width of twenty inches (20 ") around -10- - MW perimeter of building. 3. Studs, maximum spacing twenty -four inches (24 ") on center. Doubling of studs not required on jambs of openings less than three feet, five inches (315 ") wide. 4. Wall sheathing and building if corner bracing is used. Each corner top downward in two directions to a min inches (72 ") from corner at sill plate, on the inside surface of studs, minimum inches (1" x 411). paper may be omitted is to be braced from imum of seventy -two and may be applied one inch by four 5. Corner post may be two (2) - two inches by four inches (2 11x4 ") or one (1) four inches by four inches (4 "x4") . 6. A single top plate may be installed in bearing and exterior walls, provided the plate is adequately tied at joints, corners and intersecting walls, and the rafters or joists are centered over the studs with a tolerance of no more than one (1) inch. 7. Rafter ties at eaves not less than two inches by four inches (2 11x4"), maximum spacing six feet (61) on center. 8. Concrete floor, minimum four inches (411) of concrete on minimum four inches (4 ") of crushed stone, sand or gravel. Section 408.3 Construction. (Amend by adding the following.) Adjacent tenant vehicle spaces in Group 2 public garages shall be completely separated by means of a floor to ceiling partition or by a partition extending to the underside of the roof deck. All interior combustible framing shall be covered with '/a inch gypsum board or the equivalent. Exceptions: 1. Garages of Type 1 or 2 construction or 2. Fully sprinklered garages complying with NFPA 13. 3. Overhead doors including header and jambs. Section 421.6.1 Water treatment. (Amend to read as follows) Private swimming pools shall be designed and installed so that there is a pool water turnover at least once every eighteen (18) hours. Filters shall not filter water at a -11- W MW rate in excess of five (5) gallons per minute per square foot (205 L /min /m2) of surface area. The pool owner shall be instructed in the proper care and maintenance of the pool by the supplier or builder, including the use of high -test calcium hypochlorite (dry chlorine), sodium hypochlorite (liquid chlorine) or equally effective germicide and algicide, and the importance of proper pH (alkalinity and acidity) control. Section 421.11 Diving Boards: Table 421.11(1) Minimum Water Depths and Distances Based on Board Height For Public Pools (Not enacted by reference) Section 507.1 One story Buildings: (Amend to read as follows) For Use Groups A- 3,B,F- 1,F- 2,I- 2,M,S -1 and S -2 and for motion picture theaters, the area of buildings that do not exceed one story and 85 feet (25908 mm) in height, other than buildings of Type 5 construction, shall not be limited, provided that the building is equipped throughout with an automatic sprinkler system in accordance with Section 906.2.1; and the building is isolated as specified in Section 507.2. Buildings with an occupancy in Use Group I -2 shall not be constructed of Type 3B construction. Fire areas of Use Group E are permitted in unlimited area buildings in accordance with Section 507.1.1. Fire areas of Use Group H -2, H -3 and H -4 are permitted in unlimited area buildings in accordance with Section 507.1.2. Exceptions: 1. Buildings and structures of special industrial occupancies in accordance with Section 503.1.1 shall be exempt from the above height limitations and fire separation distance requirements, and the automatic fire suppression system shall not be provided where such installations will be detrimental or dangerous to the specific occupancy as approved by the code official. Where located with a fire separation distance of less than 30 feet (9144mm), the exterior walls of such -12- buildings shall be protected or constructed to provide a fireresistance rating of not less than 2 hours. 2. An automatic fire suppression system shall not be required for buildings of Type 2 or Type 4 construction which are occupied exclusively for the storage of non - combustible materials that are not packed or crated in combustible materials. 3. Buildings and structures of Types 1 and 2 construction for rack storage facilities which do not have access by the public shall not be limited in height provided that such buildings conform to the requirements of Section 507.1 and NFPA 231C listed in Chapter 35. Section 904.1 Where required: (Amend to read as follows) Automatic fire suppression systems shall be installed where required by this code, and in the locations indicated in sections 904.2 through 904.11. Exception: 1. In telecommunications equipment buildings,an automatic fire suppression system shall not be required in those spaces or areas occupied exclusively for telecommunications equipment, associated electrical power distribution equipment, batteries and standby engines provided that those spaces or areas are equipped throughout with an automatic fire detection system in accordance with Section 919.0 and are separated from the remainder of the building with fire separation assemblies consisting of 1 -hour fireresistance rated walls and 2 -hour fireresistance rated floor /ceiling assemblies. Section 906.1.1 Sprinkler Svstem Design Criteria: (Amend by adding the following) Hydraulically calculated sprinkler systems shall maintain a minimum of 100 or ten (10) psi pressure cushion (whichever is greater) between the seasonal low water supply and the total sprinkler demand. The total sprinkler demand shall include the sprinkler demand and hose stream demand, and /or standpipe demand. 906.5 Sprinkler alarms: (Amend to read as follows) -13- W 114W Approved audible or visual alarm devices shall be connected to every water sprinkler system. Such alarm devices shall be activated by water flow and shall be located in an approved location on the exterior of the building and additional audible and visual alarm devices shall be installed throughout the building. Exception: 1. Alarms and alarm attachments shall not be required for limited area sprinkler systems (see Section 907.5) . Section 906.9 Acceptance test: (Amend by adding the following) All sprinkler systems shall be tested in accordance with Section 906.9.1 through 906.9.6. All suppression systems shall be tested in the presence of the Code Official and approved before said system is placed into service. Section 906.10 Multiple Story Buildings: (Amend by adding the following) In multiple story buildings, provide floor control valves with water flow switches for each floor. Section 906.11 Water Supply: (Amend by adding the following) The fire protection system water supply shall be separate from the domestic water supply. Provide separate lead -ins from the public water main. Section 906.12 Fire Pumps: (Amend by adding the following) All fire pumps shall have an outside test header. Provide an OS &Y gate valve on all fire pump test headers. Provide a ball drip between the OS &Y control valve and the outside test header. The test header shall have the minimum 21-!�" test valves required by NFPA 20 Section 906.13 Storage Hose Valves: (Amend by adding the following) In all warehouse storage areas, where storage exceeds 12' high, provide inside 24" fire hose valves with 1'-0" reducer to a 1;!k" connection and shall be placed at each door entrance to the warehouse and /or storage area. Provide additional fire hose valves so that no portion of the warehouse and /or storage area is more than 120 feet maximum travel distance to a fire hose valve. Show the location of all obstructions and /or racks on the drawing. The fire hose valves system piping shall be: a. A separate piping system b. Hydraulically calculated for a minimum of 250 gpm at 75 psi to the most hydraulically remote fire hose valve. -14- W Mow Section 915.1.1 Standpipe System Design Criteria:(Amend by adding the following) Standpipe systems in connection with approved hydraulically calculated sprinkler systems shall maintain a minimum of 10% or ten (10) psi pressure cushion (whichever is greater) between the seasonal low water supply and the total standpipe demand. Section 915.2.1 Building height: (Amend to read as follows) Standpipe systems shall be installed throughout all three (3) story buildings or buildings in which the floor level of the highest story is located more than 30 feet (9144mm) above the lowest level of the fire department vehicle access or in which the floor level of the lowest story is located more than 30 feet (9144mm)below the highest level of fire department vehicle access. Section 915.2.3 Malls: (Amend by adding the following) Standpipe systems shall be installed in all malls in accordance with Section 402.11. All mall standpipe systems shall be piped off a separate independent riser with control valve, water flow device, and all related standpipe equipment. Section 915.4.3 Open Parking Structures: (Amend by adding the following) 1. Detached open parking structures shall be provided with a dry standpipe system without a connection to the public water main. 2. Attached open parking structures shall be provided with a automatic wet or automatic dry standpipe system. Section 915.7.3 Pressure - regulating devices: (Amend to read as follows) Where residual pressures at any standpipe hose outlet exceed 100psi (690kPa), approved pressure - regulating devices shall be installed at the outlets to limit the pressure to 100 psi (690kPa). Such devices shall regulate pressure under flow and no -flow conditions. The pressure on the inlet side of the pressure - regulating device shall not exceed the rated working pressure of the device. Section 921.2 Where required: (Amend to read as follows) A portable fire extinguisher shall be installed in the following locations in accordance with NFPA 10 listed in Chapter 35: -15- W 1. In all occupancies in Use Group A- 1,A- 2,A -3,A- 4, B, E, F -1, F -2, I -1, I -2,M, R -1, R -2, S -1, S -2, or H; 2. In all areas containing commercial kitchen exhaust hood systems; 3. In all areas where fuel is dispensed; 4. In all areas where a flammable or combustible liquid is used in the operation of spraying, coating or dipping; 5. In all occupancies in Use Group I -3 at staff locations. Access to portable extinguishers shall be permitted to be locked; 6. On each completed floor of buildings under construction, other than occupancies in Use Group R -3; 7. In any laboratory, shop or other room occupied for similar purposes; and 8. Where required by the fire prevention code listed in Chapter 35. Section 922.2.1 Passive system: (Not enacted by reference) Section 922.2.2 Mechanical systems: (Amend to read as follows) Mechanical exhaust shall be provided to meet the design criteria for smoke control systems. Section 924.1 Fire suppression systems: (Amend to read as follows) All automatic fire suppression systems shall be connected to and supervised by the Village of Buffalo Grove fire alarm board in accordance with NFPA 72 listed in Chapter 35. Exception: 1. Underground gate valves with roadway boxes. Section 924.2 Fire alarm systems: (Amend to read as follows) All required fire alarm systems shall be connected to the Village of Buffalo Grove fire alarm board in accordance with NFPA 72 listed in Chapter 35. Exceptions: 1. Single and multiple- station detectors as required by Section 920.0. -16- Mr 2. Smoke detectors in occupancies in Use Group I -3 (see Section 918.7.1). 3. Smoke detectors in patient sleeping rooms in occupancies in Use Group I -2 (see Section 409.5.1). Section 1022.2 Handrail details: (Amend to read as follows) Handrails shall be continuous, without interruption by newel posts, other structural elements or obstructions. A handrail and any wall or other surface adjacent to the handrail shall be free of any sharp or abrasive elements. The clear space between the handrail and the adjacent wall or surface shall not be less than 1 '-� inches (38 mm). Edges shall have a minimum radius of 1/8 inch (3 mm). Chapter 11 Accessibility (Not enacted by reference) Section 1205.3 Basements. (Amend to read as follows) Where window openings are provided below grade, protect with metal gratings. Section 1808.0 TIMBER FOOTINGS AND WOOD FOUNDATIONS. (Not enacted by reference) Section 1812.3 Minimum thickness. (Amend to read as follows) The thickness of foundation walls shall not be less than the thickness of the wall supported, and the minimum thickness shall be limited for the various materials of construction as herein specified. An outdoor private swimming pool, including an in- ground, above - ground or on- ground pool, hot tub or spa shall be provided with a barrier which shall comply with the following: 1. The top of the barrier shall be at least 48 inches (1219mm)above finished ground level measured on the side of the barrier which faces away from the swimming pool. The maximum vertical clearance between finished ground level and the bottom of the barrier shall be 2 inches(51mm)measured on the side of the barrier which faces away from the swimming pool. Where the top of the pool structure is above finished ground level, such as an above - ground pool, the barrier shall be at finished ground level, such as the pool structure, or mounted on top of the pool structure. Where the barrier is mounted on top of the pool structure, the opening between the top surface of the pool frame and the bottom of the barrier shall not allow passage of a 4- inch(102mm)diameter sphere. 2. Openings in the barrier shall not allow passage of a 4- inch(102mm)diameter sphere. 3. Solid barriers shall not contain indentations or protrusions except for normal construction tolerances and tooled masonry joints. 4. Maximum mesh size for chain link fences shall be a 1 '-4 inch(32mm)square unless the fence is provided with slats fastened at the top or the bottom which reduce the openings to not more than 1 3/ inches (44mm) . 7. Where the barrier is composed of diagonal members, such as a lattice fence, the maximum opening formed by the diagonal members shall not be more than 1 3/ inches (44mm) . 8. Access gates shall comply with the requirements of Items 1 through 7 of Section D105.2, and shall be equipped to accommodate a locking device. Pedestrian access gates shall open outwards away from the pool and shall be self - closing and have a self - latching device. Gates other than pedestrian access gates shall have a self - latching device. Where the release mechanism of the self - latching device is located less than 54 inches(1372mm)from the bottom of the gate: (a) the release mechanism shall be located on the pool side of the gate at least 3 inches(76mm)below the top of the gate;and (b) the gate and barrier shall not have an opening greater than '-� inch(12.7mm)within 18 inches (457mm)of the release mechanism. 9. Where a wall of a dwelling unit serves as part of the barrier and contains a door that provides direct access to the pool,one of the following shall apply: 9.1 All doors with direct access to the pool through that wall shall be equipped with an alarm which produces an audible warning when the door and its screen, if present, are opened. The audible warning shall commence not more than 7 seconds after the door and door screen, if present, are opened and shall sound continuously for a minimum of 30 seconds. The alarm shall have a minimum sound pressure rating of 85 dBA at 10 feet (3048 mm)and the sound of the alarm shall be distinctive from other household sounds such as smoke alarms, telephones and door bells. The alarm shall automatically reset under all conditions. The alarm shall be equipped with manual means,such as touchpads or switches, to deactivate temporarily the alarm for a single opening from either direction. Such deactivation shall last for not more than 15 -20- seconds. The deactivation touchpads or switches shall be located at least 54 inches (1372 mm)above the threshold of the door. 9.2 All doors with direct access to the pool through that wall shall be equipped with a self - closing and self- latching device with the release mechanism located a minimum of 54 inches (1372 mm) above the floor. Swinging doors shall open away from the pool area. 9.3 The pool shall be equipped with a power safety cover. When in a closed position, the cover shall be capable of holding a weight of 485 pounds, shall not have any openings that allow passage of a 4 li� inch (114 mm) sphere and shall incorporate a system to drain standing water that collects on the cover. The cover control switch shall be permanently installed in accordance with NFPA 70 listed in Chapter 35, and be key - operated and of a spring - loaded or momentary - contact type. When the switch is released, the operation of the cover shall stop instantly and be capable of reversing direction immediately. The switch shall be in the line of sight of the complete pool cover. 10. Where an above - ground pool structure is used as a barrier or where the barrier is mounted on top of the pool structure, and the means of access is a fixed or removable ladder or steps, the ladder or steps shall be surrounded by a barrier which meets the requirements of items 1 through 9 of Section D105.2. A removable ladder shall not constitute an acceptable alternative to enclosure requirements. 1996 Fire Prevention Code (Amend by adding the following) Section F -316. Addresses Section F -316.1 Street Numbers: Each structure to which an address number has been assigned shall have such number displayed in a position easily observed and readable from the public right -of -way. An outdoor private swimming pool, including an in- ground, above - ground or on- ground pool, hot tub or spa shall be provided with a barrier which shall comply with the following: 1. The top of the barrier shall be at least 48 inches (1219mm)above finished ground level measured on the side of the barrier which faces away from the swimming pool. The maximum vertical clearance between finished ground level and the bottom of the barrier shall be 2 inches(51mm)measured on the side of the barrier which faces away from the swimming pool. Where the top of the pool structure is above finished ground level, such as an above - ground pool, the barrier shall be at finished ground level, such as the pool structure, or mounted on top of the pool structure. Where the barrier is mounted on top of the pool structure, the opening between the top surface of the pool frame and the bottom of the barrier shall not allow passage of a 4- inch(102mm)diameter sphere. 2. Openings in the barrier shall not allow passage of a 4- inch(102mm)diameter sphere. 3. Solid barriers shall not contain indentations or protrusions except for normal construction tolerances and tooled masonry joints. 4. Where the barrier is composed of horizontal and vertical members and the distance between the tops of the horizontal members is less than 45 inches (1143mm), the horizontal members shall be located on the'swimming pool side of the fence. Where a wall of a dwelling unit serves as part of the barrier and contains a door that provides direct access to the pool,one of the following shall apply: 9.1 All doors with direct access to the pool through that wall shall be equipped with an alarm which produces an audible warning when the door and its screen, if present, are opened. The audible warning shall commence not more than 7 seconds after the door and door screen, if present, are opened and shall sound continuously for a minimum of 30 seconds. The alarm shall have a minimum sound pressure rating of 85 dBA at 10 feet ('3048 mm)and the sound of the alarm shall be distinctive from other household sounds such as smoke alarms, telephones and door bells. The alarm shall automatically reset under all conditions. The alarm shall be equipped with manual means,such as touchpads or switches, to deactivate temporarily the alarm for a single opening from either direction. Such deactivation shall last for not more than 15 -20- seconds. The.deactivation touchpads or switches shall be located at least 54 inches (1372 mm)above the threshold of the door. 9.2 All doors with direct access to the pool through that wall shall be equipped with a self - closing and self- latching device with the release mechanism located a minimum of 54 inches (1372 mm) above the floor. Swinging doors shall open away from the pool area. 9.3 The pool shall be equipped with a power safety cover. When in a closed position, the cover shall be capable of holding a weight of 485 pounds, shall not have any openings that allow passage of a 4 1'1 inch (114 mm) sphere and shall incorporate a system to drain standing water that collects on the cover. The cover control switch shall be permanently installed in accordance with NFPA 70 listed in Chapter 35, and be key - operated and of a spring- loaded or momentary - contact type. When the switch is released, the operation of the cover shall stop instantly and be capable of reversing direction immediately. The switch shall be in the line of sight of the complete pool cover. 10. Where an above - ground pool structure is used as a barrier or where the barrier is mounted on top of the pool structure, and the means of access is a fixed or removable ladder or steps, the ladder or steps shall be surrounded by a barrier which meets the requirements of items 1 through 9 of Section D105.2. A removable ladder shall not constitute an acceptable alternative to enclosure requirements. 1996 Fire Prevention Code (Amend by adding the following) Section F -316. Addresses Section F -316.1 Street Numbers: Each structure to which an address number has been assigned shall have such number displayed in a position easily observed and readable from the public right -of -way.
