AN ORDINANCE AMENDING CHAPTER 5.09, RAFFLES, OF THE VILLAGE OF
BUFFALO GROVE MUNICIPAL CODE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and
WHEREAS, the Village is desirous of amending its Municipal Code as
regulates the administration and conduct of raffles conducted within the Village.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, the following:
Section 1. Section 5.09.010(C) Definitions of Chapter 5.09 of the Village
of Buffalo Grove Municipal Code is amended to read as follows:
C. "Educational" means an organization or institution organized and
operated to provide systematic instruction in useful branches of learning
by methods common to schools and institutions of learning which compare
favorably in their scope and intensity with the course of study presented
in tax - supported schools. In addition, recognized and duly constituted
clubs and service organizations that operate within a school or
institution as intended by this definition shall also be considered as
part of the educational organization.
Section 2, Section 5.09.020, License - Required of Chapter 5.09 of the
Village of Buffalo Grove Municipal Code is amended to read as follows:
No person, firm or corporation shall conduct a raffle within the Village
without first having obtained a license from the Village. Such license is
valid for up to four raffles during a calendar year except for the
following. A charitable raffle, complying with the requirements of
Section 5.09.050 (B), shall be valid for fifty -two raffles during a
calendar year. In addition, an educational organization as defined in
Section 5.09.010(C) may hold up to ten raffles during a calendar year. No
one particular club or service organization as defined may hold more than
two raffles during a calendar year.
Section 3. Section 5.09.030(A), Eligibility of Chapter 5.09 of the Village
of Buffalo Grove Municipal Code is amended to read as follows:
A. Licenses for raffles shall be issued only to bond fide religious,
charitable, labor, business, fraternal, educational or veterans'
organizations which are located within the Village and which have been in
existence continuously for a period of five years immediately before
applying for such license and have had during said period a bona fide
membership engaged in carrying out their objectives; or to a nonprofit
fundraising organization that the Village determines is organized for the
sole purpose of providing financial assistance to an identified individual
or group of individuals suffering extreme financial hardship as the result
of an illness, disability, accident or disaster. The forementioned five
year period may be waived at the discretion of the Village if the
organization applying for a raffle license is formally associated with
another organization as defined in Section 5.09.010. which has been in
existence for a period of five years immediately before such application.
Section 4. Section 5.09.050(A), Licensing Conditions and Limitations of
Chapter 5.09 of the Village of Buffalo Grove Municipal Code is amended to
read as follows:
A. Except as set forth in subsection B of.this section, all raffles are

subject to the following conditions and limitations:
1. The maximum cash prize awarded in any raffle shall be twenty -five
thousand dollars.
2. The maximum retail value of a non -cash prize awarded in any
raffle shall be seventy -five thousand dollars.
3. The aggregate value of all prizes awarded in any raffle shall not
exceed one hundred thousand dollars.
4. The maximum which may be charged for each raffle chance issued or
sold is one hundred dollars.
5. The maximum number of days during which chances may be issued is
ninety.
Section 5. Section 5.09.090(C), Records of Chapter 5.09 of the Village of
Buffalo Grove Municipal Code is amended to read as follows:
C. Each organization licensed to conduct raffles shall report within sixty
days after the conclusion of each raffle to its membership, and to the
Village, its gross receipts, expenses and net proceeds from raffles, and
the distribution of net proceeds itemized as required in this Chapter.
Section 6. This ordinance shall be in full force and effect from and after
its passage and approval and publication. This ordinance may be published
in pamphlet form.
