MINUTES of a regular public meeting of the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties,
Illinois, held at Village Hall, 50 Raupp Blvd., Buffalo Grove,
Illinois, in said Village at 7:30 o'clock P.M., on the 21st day of
June, 1993.
The President called the meeting to order and directed the Village Clerk to call the

AN ORDINANCE proposing the amendment of the Redevelopment
Plan and Project heretofore approved for the Town Center District
Tax Increment Redevelopment Project Area, convening a joint
review board and calling a public hearing in connection therewith.
WHEREAS, pursuant to the Tax Increment Allocation Redevelopment Act, as
supplemented and amended (the "Act"), the Village of Buffalo Grove, Cook and Lake
Counties, Illinois (the "Village"), by ordinance has heretofore approved a redevelopment
plan (the "Redevelopment Plan ") and project (the "Project ") for and has designated a
redevelopment project area known as the Town Center District Tax Increment
Redevelopment Project Area of the Village (the "Redevelopment Project Area ") further
described in Exhibit A attached hereto, and has adopted tax increment allocation financing
for the Redevelopment Project Area; and
WHEREAS, the Redevelopment Plan as approved states the estimated dates of
completion of the Project and retirement of obligations incurred to finance redevelopment
project costs in and for the Redevelopment Project Area, which dates as approved were not
more than 23 years from the date of adoption by the Village of said ordinance, all as
required by the Act; and
WHEREAS, Ordinance Number 86 -62 was adopted by the President and Board of
Trustees of the Village (the "Corporate Authorities ") on November 3, 1986 and approves
the Redevelopment Plan and Project and also provides that the estimated date for retirement
of obligations incurred to finance Redevelopment Project Costs is not later than
December 1, 1996; and
WHEREAS, the Village has issued its Tax Increment Allocation Revenue Bonds,
Series A, Tax Exempt (Buffalo Grove Town Center District Tax Increment Redevelopment
Project) and its Tax Increment Allocation Revenue Bonds, Series B, Taxable (Buffalo

Grove Town Center District Tax Increment Redevelopment Project) in the aggregate
principal amount of $8,500,000 and maturing on March 1, 1997; and
WHEREAS, the Corporate Authorities have heretofore and it hereby is determined that
it is advisable that the Village afford itself of the provisions of the Act by incurring
additional Project costs for demolition and reconstruction of improvements to eliminate
excessive vacancies within the Project Area and changing the estimated dates of completion
of the Project and retirement of obligations incurred to finance redevelopment project costs
for the Project from December 1, 1996, to December 31, 2005, and to make certain related
changes in the Project and Redevelopment Plan, all as permitted by the Act, so as to increase
the likelihood of successfully financing the Project, said changes to be accomplished by
amending Ordinance Number 86 -62 and the Redevelopment Plan; and
WHEREAS, the Act requires the Village to conduct a public hearing prior to the
adoption of an ordinance amending the Redevelopment Plan so as substantially to change the
nature of a redevelopment project approved for the Redevelopment Project Area, at which
hearing any interested person or affected taxing district may file with the Village Clerk
written objections to and may be heard orally with respect to the proposed amendment of the
Redevelopment Plan; and
WHEREAS, such proposed changes substantially change the nature of the Project so as
to necessitate a public hearing; and
WHEREAS, the Act further requires that prior to holding a public hearing, the Village
convene a joint review board consisting of a representative selected by each community
college district, local elementary school district and high school district or each local
community unit school district, park district, library district and county that has authority to
directly levy taxes on the property within the Redevelopment Project Area, a representative

selected by the Village and a public member to consider the subject matter of the public
hearing; and
WHEREAS, the Act requires that notice of the public hearing be given by publication
and mailing; and
WHEREAS, the Corporate Authorities have heretofore and it hereby is determined that
it is advisable to hold a public hearing and convene a joint review board to consider the
proposed amendments to the Plan, given that the proposed amendments may constitute a
substantial change in the nature of the Project:
NOW THEREFORE, Be It Ordained by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
Section 1. The amendment of the Redevelopment Plan to add additional Project
costs for acquisition of land, rehabilitation, demolition, reconstruction, repair or remodeling
of existing public or private buildings and fixtures, to change the estimated date of
completion of the Project, the estimated date of retirement of all obligations issued in
connection therewith, and certain other related matters is hereby proposed.
Section 2. A public hearing shall be held by the President and Board of Trustees of
the Village at 7:30 o'clock P.M. on the 16th day of August, 1993, at Chippers Restaurant
located at Buffalo Grove Golf Course, 48 Raupp Blvd., Buffalo Grove, Illinois, for the
purpose of hearing from any interested persons or affected taxing districts regarding the
proposed amendment of Ordinance Number 86 -62 and the Redevelopment Plan.
Section 3. Notice of the hearing, substantially in the form attached hereto as
Exhibit B with such changes as shall be approved by the President, shall be published at least
twice, the first publication to be not more than 30 nor less than 10 days prior to the hearing,
in a newspaper of general circulation within the taxing districts having property in the

Redevelopment Project Area. In addition, notice shall be mailed by certified mail not less
than 10 days prior to the date set for the hearing, addressed to the person or persons in
whose name the general taxes for the last preceding year were paid on each lot, block, tract
or parcel of land lying within the Redevelopment Project Area. In the event taxes for the
last preceding year were not paid, the notice shall also be sent to the persons last listed on the
tax rolls within the preceding three years as the owners of such property.
Section 4. Notice shall also be given by certified mail to all taxing districts of
which taxable property is included in the Redevelopment Project Area and to the Illinois
Department of Commerce and Community Affairs not less than 45 days prior to the hearing,
and such notice shall also include an invitation to each taxing district and the Illinois
Department of Commerce and Community Affairs to submit written comments prior to the
date of the hearing to the Village, to the attention of the Village Clerk, Village Hall, 50
Raupp Blvd., Buffalo Grove, Illinois 60089, concerning the subject matter of the hearing.
Each such mailed notice shall include a copy of the Redevelopment Plan, Ordinance
Number 86 -62 and a proposed ordinance to amend Ordinance Number 86 -62.
Section S. A draft of the proposed ordinance to amend Ordinance Number 86 -62
and the Redevelopment Plan, shall be placed on file at the offices of the Village.
Section 6. A joint review board as set forth in the Act is hereby convened and the
board shall meet, review such documents and issue such report as set forth in the Act. The
first meeting of said joint review board shall be held at 7:30 P.M. on the 13th day of July,
1993, at the Village Hall, 50 Raupp Blvd. in the lower level conference room, Buffalo
Grove, Illinois.

Prior to the date of the hearing, each taxing district having property in the
Redevelopment Project Area and the Illinois Department of Commerce and Community
Affairs may submit written comments to the Village, to the attention of the Village Clerk, 50
Raupp Blvd., Buffalo Grove, Illinois 60089.
There is hereby convened a joint review board to consider the proposed amendments.
The joint review board shall consist of a representative selected by each community college
district, local elementary school district and high school district or each local community
unit school district, park district, library district and county that has authority to directly
levy taxes on the property within the Redevelopment Project Area, a representative selected
by the Village, and a public member. The first meeting of said joint review board shall be
held at 7:30 P.M. on the 13th day of July, 1993, at Village Hall lower level conference
room, 50 Raupp Blvd., Buffalo Grove, Illinois.
At the hearing, all interested persons or affected taxing districts may file written
objections with the Village Clerk and may be heard orally with respect to any issues
regarding the amendment of the Redevelopment Plan. The hearing may be adjourned by the
President and Board of Trustees of the Village without further notice other than a motion to
be entered upon the minutes of the hearing fixing the time and place of the subsequent
hearing.

Trustee Braiman moved and Trustee Rubin seconded the motion
that said ordinance as presented be adopted.
After a full discussion thereof including a public recital of the nature of the matter
being considered and such other information as would inform the public of the nature of the
business being conducted, the President directed that the roll be called for a vote upon the
motion to adopt said ordinance as read.
Upon the roll being called, the following Trustees voted AYE:

The following Trustees voted NAY: 2 - Marienthal, Hendricks
Whereupon the President declared the motion carried and said ordinance adopted,
approved and directed the Village Clerk to record the same in full in the records of the
President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties,
Illinois, which was done.
Other business not pertinent to the adoption of said ordinance was duly transacted at
the meeting.
Upon motion duly made, seconded and carried, the meeting was adjourned.

changes in the Project and Redevelopment Plan, all as permitted by the Act, so as to increase
the likelihood of successfully financing the Project, said changes to be accomplished by
amending Ordinance Number 86 -62 and the Redevelopment Plan; and
WHEREAS, the Act requires the Village to conduct a public hearing prior to the
adoption of an ordinance amending the Redevelopment Plan so as substantially to change the
nature of a redevelopment project approved for the Redevelopment Project Area, at which
hearing any interested person or affected taxing district may file with the Village Clerk
written objections to and may be heard orally with respect to the proposed amendment of the
Redevelopment Plan; and
WHEREAS, such proposed changes substantially change the nature of the Project sous
to necessitate a public hearing; and
WHEREAS, the Act further requires that prior to holding a public hearing, the Village
convene a joint review board consisting of a representative selected by each community
college district, local elementary school district and high school district or each local
community unit school district, park district, library district and county that has authority to
directly levy taxes on the property within the Redevelopment Project Area, a representative

selected by the Village and a public member to consider the subject matter of the public
hearing; and
WHEREAS, the Act requires that notice of the public hearing be given by publication
and mailing; and
WHEREAS, the Corporate Authorities have heretofore and it hereby is determined that
it is advisable to hold a public hearing and convene a joint review board to consider the
proposed amendments to the Plan, given that the proposed amendments may constitute a
substantial change in the nature of the Project:
NOW THEREFORE, Be It Ordained by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
Section 1. The amendment of the Redevelopment Plan to add additional Project
costs for acquisition of land, rehabilitation, demolition, reconstruction, repair or remodeling
of existing public or private buildings and fixtures, to change the estimated date of
completion of the Project, the estimated date of retirement of all obligations issued in
connection therewith, and certain other related matters is hereby proposed.
Section 2. A public hearing shall be held by the President and Board of Trustees of
the Village at 7:30 o'clock P.M. on the 16th day of August, 1993, at Chippers Restaurant
located at Buffalo Grove Golf Course, 48 Raupp Blvd., Buffalo Grove, Illinois, for the
purpose of hearing from any interested persons or affected taxing districts regarding the
proposed amendment of Ordinance Number 86 -62 and the Redevelopment Plan.
Section 3. Notice of the hearing, substantially in the form attached hereto as
Exhibit B with such changes as shall be approved by the President, shall be published at least
twice, the first publication to be not more than 30 nor less than 10 days prior to the hearing,
in a newspaper of general circulation within the taxing districts having property in the ,

Redevelopment Project Area. In addition, notice shall be mailed by certified mail not less
than 10 days prior to the date set for the hearing, addressed to the person or persons in
whose name the general taxes for the last preceding year were paid on each lot, block, tract
or parcel of land lying within the Redevelopment Project Area. In the event taxes for the
last preceding year were not paid, the notice shall also be sent to the persons last listed on the
tax rolls within the preceding three years as the owners of such property.
Section 4. Notice shall also be given by certified mail to all taxing districts of
which taxable property is included in the Redevelopment Project Area and to the Illinois
Department of Commerce and Community Affairs not less than 45 days prior to the hearing,
and such notice shall also include an invitation to each taxing district and the Illinois
Department of Commerce and Community Affairs to submit written comments prior to the
date of the hearing to the Village, to the attention of the Village Clerk, Village Hall, 50
Raupp Blvd., Buffalo Grove, Illinois 60089, concerning the subject matter of the hearing.
Each such mailed notice shall include a copy of the Redevelopment Plan, Ordinance
Number 86 -62 and a. proposed ordinance to amend Ordinance Number 86 -62.
Section S. A draft of the proposed ordinance to amend Ordinance Number 86 -62
and the Redevelopment Plan, shall be placed on file at the offices of the Village.
Section 6. A joint review board as set forth in the Act is hereby convened and the
board shall meet, review such documents and issue such report as set forth in the Act. The
first meeting of said joint review board shall be held at 7:30 P.M. on the 13th day of July,
1993, at the Village Hall, 50 Raupp Blvd. in the lower level conference room, Buffalo
Grove, Illinois.
