1991-0391/24/91 e e ORDINANCE NO. 91- 39 AN ORDINANCE AMENDING TITLE 3 OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE ESTABLISHING A NON- RESIDENT AMBULANCE FEE WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the provisions of the Constitution of the State of Illinois of 1970. WHEREAS, in order to provide the residents of the Village of Buffalo Grove with the highest possible level of public life- safety, an emergency paramedic ambulance service was established within the Buffalo Grove Fire Department; and WHEREAS, in order to implement such emergency ambulance service, the Village of Buffalo Grove provides the personnel and equipment necessary to achieve the best possible life- safety and life- saving procedures available; and WHEREAS, the firefighter /paramedics are trained to ad- minister life - saving techniques and the ambulances equipped to transport victims to the closest emergency care facility; and WHEREAS, in order to provide for the continuation of these worthwhile services, the Corporate Authorities of the Village of Buffalo Grove have determined that a portion of the costs involved shall be recovered through a non - resident transportation fee. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: 0 0 Section 1. There is hereby added to the Municipal Code of the Village of Buffalo Grove, Chapter 3.32 which is to read as follows: Chapter 3.32 Non - Resident Ambulance Fee Section 3.32.010 Purpose Section 3.32.020 Definition Section 3.32.030 Fee Established Section 3.32.040 Collection Section 3.32.010 Purpose. A non - resident ambulance transportation fee is established for the purpose of defraying a portion of the costs involved with the transportation of non- residents by a Buffalo Grove Fire Department ambulance. Section 3.32.020 Definition. For the purpose of this Chapter, "non- resident" shall be defined as any person not residing within the corporate limits of the Village of Buffalo Grove who requires transportation of any type, whether knowingly or unknowingly, by a Buffalo Grove Fire Department ambulance. Section 3.32.030 Fee Established. A. If a non - resident requires an ambulance'of the Buffalo Grove Fire Department to transport them to an emergency care facility due to an automobile accident, a fee of One Hundred Fifty Dollars ($150.00) shall be due and owing to the Village of Buffalo Grove upon receipt of a bill issued by the Director of Finance of the Village of Buffalo Grove. B. If a non - resident requires an ambulance of the Buffalo Grove Fire Department to transport them to an emergency care facility due to an injury or illness incurred at any location other than a residence, a fee of One Hundred Fifty Dollars ($150.00) shall be due and owing to the Village of Buffalo Grove upon receipt of a bill issued by the Director of Finance of the Village of Buffalo Grove. C. The non - resident ambulance transportation fee shall not apply to a non - resident who incurs an injury or illness within a dwelling unit in the Village of Buffalo Grove. Section 3.32.040 Collection. The Director of Finance of the Village of Buffalo Grove shall cause a bill to be issued and -2- 0 0 sent to the non - resident having been transported by ambulance. All fees collected in conformance with this Chapter shall be deposited in the General Fund of the Village of Buffalo Grove or other Fund for the purpose of providing funds for future replacement of life- safety vehicles or equipment as may be determined by the Corporate Authorities of the Village. Section 2. That this Ordinance shall be in full force and effect from and after its passage, approval and publication in the manner provided by law.
