ORDINANCE NO. 85- 19
AN ORDINANCE AMENDING TITLE 16 OF THE BUFFALO
GROVE MUNICIPAL CODE, BEING THE DEVELOPMENT ORDINANCE
WHEREAS, Buffalo Grove is a Home Rule unit; pursuant to the
Illinois Constitution of 1970,
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS:
SECTION 1: The following sections of Title 16 of the Buffalo Grove
Municipal Code are amended to read as follows:
Section 16.20.020.F.:
F. A second Plan Commission Workshop will be scheduled
within twenty -one (21) days following the developer's submittal of
all necessary information for the Preliminary Plan and its
supporting documents. Twenty (20) prints of the Preliminary Plan
will be required at the time of Preliminary Plan submittal, prior
to the Plan Commission workshop. At the time of the Preliminary
Plan submittal, the developer shall pay to the Village an
Engineering Review fee of one (1 %) percent of the total estimated
cost of construction of all improvements required pursuant to this
Title. Along with this fee, the developer shall pay any cost
incurred by the Village in the preparation of any traffic impact
analyses. For projects greater than 100 acres, the Engineering
Review fee may be established at not less than Ten Thousand Dollars
($10,000.00) if approved by the Village Manager. Said fees and the
traffic impact analysis fee shall be tendered to the Village Clerk
in the form of either a certified check, cashiers check, or money
order made payable to the order of the Village of Buffalo Grove.
There shall be no refund of any portion of said fees. The Plan
Commission may consolidate the activities of first and second Plan
Commission workshop meetings into a single meeting if the developer
completes all submittal requirements for both meetings in advance
of the first workshop meeting.
Section 16.40.070.A.:
A. Prior to initial acceptance of improvements, the developer or
owner shall cause its design entineer to prepare and submit one (1)
set of high quality fixed line (4 mil double matte) mylar, clearly
and legibly, showing any and all changes from the approved
Development Plan, which plans shall be certified by the engineer.
Section 16.50.060.B.6.:
6. Fire Hydrant Spacing
a. Fire hydrants shall be installed so that the near
corner of all construction on the site that could burn will not be
further than one hundred fifty (150) feet from a fire hydrant.
Fire hydrants shall be provided so as to provide the required fire

flows to structures as described in the "Fire Suppression Rating
Schedule," latest edition, published by the Insurance Service
Office. Six (6) inch main extensions serving hydrants shall not be
more than six hundred (600) feet long. Where water transmission
lines or offsite water lines are installed in existing
right -of -ways or in existing easements, hydrants must be installed
at six hundred (600) foot intervals.
b. Fire hydrants shall be placed on private property,
under the direction of the Fire Chief, when he determines that fire
hydrants are at too great a distance to provide proper protection
for Multi- family, Commercial or Industrial properties.
C. Fire hydrants shall be placed within one hundred
(100) feet of all sprinkler and or standpipe siamese connections
provided on buildings unless otherwise directed by the Fire Chief
because of existing or proposed circumstances.
Section 16.50.080.A.2.:
2. Driveways and Driveway Aprons (Exhibit No. 503)
a. The work performed under these standards shall
consist of the construction of Portland Cement concrete driveway
aprons as described herein. The driveway apron, by definition,
shall be that portion of the driveway located between the sidewalk
and the street.
b. Residential driveway aprons shall have a width of
ten (10) feet for one -car driveways, eighteen (18) feet for two -car
driveways, measured at the sidewalk, and a width three (3) feet
greater at the curb. All residential aprons shall have a minimum
concrete thickness of six (6) inches and a granular base of five
(5) inches minimum compacted thickness. Business, office and
research, and industrial district driveway aprons shall have a
width equal to that of the driveway at the property line, but which
width shall not exceed the maximum allowable driveway width
established in the Village's Zoning Ordinance. The driveway apron
shall be constructed with ten (10) foot radius returns unless
otherwise approved by the Village Engineer.
C. All residential driveways shall have a minimum
concrete thickness of five (5) inches and a granular base of five
(5) inches minimum compacted thickness or an equivalent pavement
section with a minimum structural number of 2.5.
d. New driveway aprons abutting existing sidewalks or
curbs shall be constructed to meet the grade of such sidewalks or
curbs. If necessary, the sidewalk shall be relocated to
accommodate the maximum driveway apron slope. The location and
grade for driveway aprons, when no adjacent sidewalks or curb and
gutter exists, shall match the adjacent parkway. The maximum slope
of the driveway apron shall be eight (8) percent, and the minimum
slope shall be two (2) percent.
Section 16.50.070.B:
B. Design References
All pavements shall be designed and constructed in accordance with
the following references as they apply:
1) "Standard Specifications for Road and Bridge Construction,"
Illinois Department of Transportation, latest edition.
2) "Manual for Structural Design of Portland Cement Concrete
Pavement," Illinois Department of Transportation, latest
edition.
3) "Manual for Structural Design of Portland Cement Concrete
Pavement ", Illinois Department of Transportation, latest
edition.
4) "Design Manual ", Illinois Department of Transportation, latest
edition.
SECTION 2: The "TABLE OF APPROVED PAVEMENT CONSTRUCTION MATERIALS"
in Section 16.50.070.E of the Buffalo Grove Municipal Code is hereby amended
by deleting therefrom "Pozzolanic Base Course Type A, 0.28" and by modifying
strength requirements for Portland Cement Concrete from "3500 * * *" to
"4,000 * * * ".
SECTION 3: This ordinance shall be in full force and effect from
and after its passage, approval and publication. This ordinance may be
published in pamphlet form.
