1984-0820 0 ORDINANCE NO. 84- 82 AN ORDINANCE AMENDING TITLE 15 OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the provisions of the Constitution of the State of Illinois of 1970. NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: SECTION 1: Chapter 15.08 of the Village of Buffalo Grove Municipal Code is hereby amended as follows: Chapter 15.08.010 Adopted by reference. The 1984 National Electrical Code as modified in this chapter is hereby adopted by reference. In the event any of the provisions of the 1984 National Electrical Code are in conflict with any ordinances of the Village or with the State law, the most restrictive provision among them shall prevail. Chapter 15.08.020 Filing. Three copies of the 1984 National Electrical Code shall be kept on file in the office of the Village Clerk for public use, inspection and examination. Chapter 15.08.030 Amendments. The 1984 National Electrical Code is hereby amended as follows: Article 90 -9. Administration. (a) Registered Electricians and /or Electrical Contractors: It shall be unlawful for any person to engage in the business of electrical contractor, without being registered as an electrician or an electrical contractor. If such person is registered for the current year in another city or village within the State of Illinois, in conformity with the state statutes, such electrician or electrical contractor shall be required to show proof of such registration. The term "registered electrician" as used in this article shall be understood to mean any person installing or altering electrical equipment for the utilization of elec- tricity supplied for light, heat or power, not including radio apparatus or equipment for wireless reception of sounds and signals, conductors and other equipment installed for or by jurisdiction of the Illinois Commerce Commission, for use in their operation as public utilities; but the term "registered electrician" does not include employees employed by an electrical contractor to do or supervise work. o -= o (b) Home Owners: The requirement for a registered electrician may be waived with special permission from the Director of Building and Zoning and /or Electrical Inspector. (c) Where a registered electrician or electrical contractor is found doing electrical work without a permit on three (3) separate occasions in one calendar year, a hearing shall be held by the Electrical Commission, in the presence of the Electrical Inspector, at which time the permit privileges of said electrician or electrical con- tractor may be suspended for a period of time not to exceed one year. (d) In cases of emergency, the Electrical Inspector has the authority to cut off and stop current to any elec- trical equipment found to be unsafe to life and property. Article 110 -23. Identification of Electrical Contractors. The name of the electrical contractor performing the work shall be displayed on the service panel box. Article 210 -52. Dwelling Unit Receptacle Outlets. (a) General Provisions. (Add the following to the existing article.) "A duplex receptacle, wall mounted, shall be installed in each hallway." Article 210 -52. Dwelling Unit Receptacle Outlets. (b) Basements and Garages. (Add the following to the existing article.) In the construction of or addition to attached and detached garages, at least one lampholder, one switch and one G.F.C.I. receptacle shall be required. Article 210 -70. Lighting Outlets Required. (a) Dwelling Units(s). (Add the following to the existing article.) Where the preceding are accessible by more than one entry or exit, they shall have a light or lights controlled by a switch at each entry or exit. Article 215 -9. Ground -Fault Protection for Personnel. (Add the following to the existing article.) Ground -fault circuit interrupters shall be self - contained units, circuit breaker types, feed through receptacle types or other approved types. When feed - through G.F.C.I. receptacles are used, they shall feed only receptacles on the same floor to the resetting means. o -3 o Article 230. SERVICES. A. General. (Add the following to the existing article.) 1. In all dwelling units the main service entrance equipment shall consist of a single disconnecting means of not less than 100 - ampere capacity. A minimum of six (6) breakers or fuses must be in use for any dwelling unit. Half -size breakers are not approved for use in any service. 2. In commercial and industrial buildings, the service shall have a rating not less than the load to be carried; however, in no case shall the service be smaller_ than 100- ampere. 3. For all other installations, the minimum size service shall be 60- ampere. Article 230 -43. Wiring Methods for 600 Volts or Less. (Add the following to the existing article. Service entrance conductors preceding the first disconnecting means shall be installed in accordance with the applicable requirements of this code covering the type of wiring method used and limited to the following methods. 1) rigid metal conduit; 2) intermediate metal conduit; or 3) rigid nonmetallic conduit, where encased in not less than two (2) inches of concrete. Article 250. GROUNDING. H. Grounding Electrode System. (Add the following to the existing article.) General All ground conductors shall be enclosed in conduit and run to the street side of the water meter and shall be terminated in a visible and easily accessible location and shall be "Warning" tagged. Article 250 -81. Grounding Electrode System. (a) Metal Underground Water Pipe. Delete by reference the requirement for. "supplemental electrode" only. Article 250 -91. Material. (Change to read as follows.) (d) Prohibition of Use of Aluminum Wire. The use of aluminum wire in ground or below grade for the purpose of grounding is prohibited. Article 310 -5. Minimum Size of Conductors. (Change to read as follows.) Whether solid or stranded, conductors shall not be smaller than No. 14 copper or No. 6 aluminum or copper -clad aluminum. Article 320. In all new construc- tion a metal conduit shall be installed from the water meter location to an outside wall at a point approximately five (5) feet from the front of the building or to a location approved by the electrical inspector. This conduit is for low voltage wiring to a remote reader for the water meter; wiring and reader will be installed by the Department of Public Works. The fee for a motor or energy consuming device 3/4 horsepower or over shall be ten dollars ($10) for the first and five dollars ($5) for each additional. Other than dwelling units, the fee for a motor less than 3/4 horsepower shall be two dollars ($2) each. J. Alarm and emergency systems fees are as follows: System Fee Fire alarm system $10.00 Emergency lighting system 5.00 + 15 amp circuit rate Intercom & public address system 10.00 per system Master antenna system 10.00 per floor Audio visual (special) 25.00 K. Temporary installations shall pay a fee of twenty -five dollars ($25). (Exhibitions, carnivals, outside wiring connected loads) L. Plan examination fee shall be fifteen dollars ($15) per plan. M. Any inspection or reinspection not covered by the fees designated in this section shall be twenty dollars ($20) per hour or any part of an hour. N. Where an electrical installation has been started prior to the issuance of a permit for such work, the normal permit fee as required by this Article shall be increased twenty -five dollars ($25). - 7 SECTION 2: Any person violating the provisions of this chapter shall be punished according to the provisions of Chapter 1.08 GENERAL PENALTY.
