AN ORDINANCE TO AUTHORIZE THE SUBMISSION OF AN ADVISORY REFERENDUM QUESTION
WHEREAS, The Village of Buffalo Grove is a Home Rule Unit by virtue of
the provisions of the Constitution of the State of Illinois of 1970; and
WHEREAS, The Village of Buffalo Grove has been asked by some of its
citizens to consider the submission of an advisory referendum question, as herein-
after specifically set forth, on the question of the merit selection of all
judges; said question to be submitted to the voters of the Village of Buffalo
Grove at the election scheduled for April 2, 1985; and
WHEREAS, the results of such local referendum will constitute the opinion
of the residents of the Village of Buffalo Grove regarding the issue of the
merit selection of all judges; and
WHEREAS, local public opinion on such matter is important to local
government affairs and state public officials in a determination of what is wise
public policy for the people of the State of Illinois and this Village; and
WHEREAS, it is deemed by the President and Board of Trustees of this
Village to be in the best public interest to survey the opinion of the voters
by submitting such question to the voters at the election.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows:
SECTION 1. It is the determination of the President and Board of Trustees
of the Village of Buffalo Grove that the following question of public policy
shall be submitted to the voters of this Village as an advisory referendum at
the election scheduled for April 2, 1985; to wit:
"Shall the Illinois General Assembly propose a constitutional
amendment to allow for the merit selection of circuit court
and associate judges throughout the State of Illinois by a
process such as a bi- partisan commission, rather than the
current election process."

SECTION 2. Said referendum shall be conducted, in all respects, in
accordance with the provisions of the Illinois Election Code pertaining to the
conduct of the election, and in accordance with the Ordinance of the Village of
Buffalo Grove calling said election for April 2, 1985, and providing for the
pertinent publications, ballots, polling places, and election judges.
SECTION 3, This ordinance shall be in full force and effect upon its
passage and approval, This ordinance shall not be codified.
