AN ORDINANCE ESTABLISHING PROCEDURES FOR
THE APPROVAL AND INSTALLATION OF
NEIGHBORHOOD WATCH SIGNAGE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of
the provisions of the Constitution of the State of Illinois of 1970,
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS:
SECTION 1
DEFINITIONS For the purpose of this ordinance, the following
terms, phrases, words and their derivations shall have the meaning given herein,
unless the context clearly indicates that another meaning is intended. When not
inconsistent with the context, words used in the present tense include the
future, words in the plural number include the singular number, and words in
the singular number include the plural number. The word "shall" is always
mandatory and not merely directory.
A. "Homeowner's Association" means an organization or association established
pursuant to an agreement, consisting of persons owning or assuming respons-
ibility for open spaces, recreational facilities, or other commonly owned
areas or property within a planned development or other real estate devel-
opment.
B. "Household" means a resident or residents occupying a residential structure
or apartment designed for use by one family for living and sleeping purposes.
C. "Neighborhood" means those areas of the Village of Buffalo Grove defined as
neighborhoods by the Division of Planning Services attached hereto and made
a part hereof as Exhibit A.
D. "Neighborhood Watch Program" means a crime prevention program composed of
residents within a neighborhood and organized and formally recognized by
the Buffalo Grove Police Department.
E. "Resident" means any person whose principal place of domicile is within
the corporate limits of the Village of Buffalo Grove.

SECTION 2. APPROVAL OF NEIGHBORHOOD WATCH SIGNAGE
A. Neighborhood watch signage shall be approved for neighborhood watch
programs only.
B. Upon written request of a homeowner's association or twenty -five (25)
households within a neighborhood, the police department may organize a neigh-
borhood watch program.
SECTION 3. INSTALLATION AND MAINTENANCE OF NEIGHBORHOOD WATCH SIGNAGE
A. The type, style, number, and location of neighborhood watch signs
shall be determined by the police and public works departments.
B. Neighborhood watch programs requesting neighborhood watch signage
and paid
shall be billed /in advance for the costs of acquisition or fabrication and
installation of the signs by the Village.
C. Routine maintenance of the signs, sign poles, and mounting hardware
will be performed by the Village. When, in the opinion of the Superintendent
of Public Works Operations, the signs require replacement due to theft, vandalism,
or normal exposure to the elements, the neighborhood watch program will be so
and paid
notified and billed /in advance for the cost of replacement.
D. Upon determination by the Chief of Police that a neighborhood watch
program is no longer active, he may order the removal of neighborhood watch
signs approved for that program.
SECTION 4. EFFECTIVE DATE
A. This Ordinance shall become effective following its passage and approval.
B. This Ordinance shall not be codified.
