1983-0290 0 ORDINANCE NO. 83 -29 AN ORDINANCE APPROVING COMBINED RESPONSE DISTRICT AGREEMENT BETWEEN THE VILLAGE OF BUFFALO GROVE AND THE VILLAGE OF ARLINGTON HEIGHTS WHEREAS, the Village of Buffalo Grove is desirous of cooperating with neighboring fire departments; and, WHEREAS, the Village of Buffalo Grove and the Village of Arlington Heights have found it desirous to provide a program of combined manning and alarm response for areas as defined by attached exhibits in the Village of Buffalo Grove and the Village of Arlington Heights. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: SECTION 1. That the Village President be and is hereby authorized to sign the attached document marked Combined Response District Agreement with the Village of Arlington Heights, County of Cook, State of Illinois; a copy of which is attached hereto and made part hereof as is fully set forth, and the Village Clerk is authorized to attest said document upon the Signature of the Village President. SECTION 2. This ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law. This ordinance shall not be codified. PASSED: June 6 1983 APPROVED: June .6 , 1983 APFROVF�: Vil age President ATTEST: Villa Clerk 0 0 COMBINED RESPONSE DISTRICT AGREEMENT These Articles of Agreement made and entered into on the 6th day of June , 1983 by and between the Village of Arlington Heights and the Village of Buffalo Grove, hereinafter referred to as "Combined Response District ", have been approved and adopted in concept and in a manner as provided by law. SECTION ONE: The purpose of this Agreement is to provide for a program of Combined Response District between the Village of Arlington Heights and the Village of Buffalo Grove, whereby the two fire departments will be obligated to respond with substantially the ecuipment and manpower a-: provided in Sections 4, 5, and 6 of this Agreement. That this Combined Response District Agreement shall be binding upon the parties thereto, and renewed annually from the effective date of this Agreement, as provided in Section 9. SECTION THREE: The Village of Arlington Heights and the village of Buffalo Grove agree to waive all claims against the other party or parties for compensation of any loss, in this Combined Response District Agreement. General liability insurance, personal injury and property damage insurance against loss or damage of equipment shall be the responsibility of each respective fire department. SECTION FOUR: A Combined Response District is hereby established as set forth in Exhibit A and equipment and vehicles will be provided and housed at Station #5, located at 505 Nest Dundee Road, Buffalo Grove, Illinois, and Station #4, located at 3030 North Arlington Heights Road, Arlington Heights, Illinois. It shall be the responsibility of the Arlington heights Fire Department and the Buffalo Grove 0 0 Fire Department to each provide a minimum of two (2) Firefighter/ EMS personnel per shift at Station #5. The Buffalo Grove Fire Department shall provide one (1) Firefighter /EMS personnel per shift at Station #4 and the Arlington Heights Fire Department shall provide a minimum Of two (2) Firefighter /EMS personnel per shift at Station #4. SECTION FIVE: An ambulance and rescue squad will be provided by Buffalo Grove and housed at Station #5 in Buffalo Grove to respond in the Combined Response District. All costs for these vehicles, maintenance, equipment, insurance, replacement, refurbishing and other incurred costs shall be shared equally by both parties. Buffalo Grove shall invoice Arlington Heights for these incurred costs and said invoices shall be payable in thirty days. SECTION SIX: An engine will be provided by the Village of Arlington IIeights and housed at Station #4 in Arlington Heights to respond to all calls in the Arlington Heights portion of the Combined Response District and all Code 3's and Code 4's in the Buffalo Grove portion of the Combined Response District. SECTION SEVEN: The senior person on the company present, of the stricken Fire Department, shall assume full responsibility and command for operations at the scene. SECTION EIGHT: All personnel at each station shall be under the control and direction of the Company Officer at that station. Disciplinary problems shall be referred to the Chief of the Department by which the person is employed for disposition. 0 0 -3- SECTION NINE: This Combined Response District Agreement shall be in full force and effect with the passage and approval and receipt of a certified copy of a companion ordinance by each of the participating Municipalities, in a manner provided by law, and the signing of the Agreement by the President and Board of Trustees of the Village of Arlington. Heights and the President and Board of Trustees of the Village of Buffalo Grove. Implementation of all sections of this agreement shall take place as soon as possible. This Combined Response District Agreement may be terminated by either participating Department by notifying in writing the Chief of the other Fire Department for the termination on or before September 1st of any year with actual termination taking place on May 1st of the following year; or may be terminated by mutual agreement in writing and can be terminated at any time.
