1983-0190 0 Ilk ORDINANCE NO. 83 - 19 AN ORDINANCE AMENDING CHAPTER 10.04 VEHICLE LICENSES OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE WHEREAS, the Village of Buffalo Grove is a Home Rule unit pursuant to the Illinois Constitution of 1970; and WHEREAS, the Village of Buffalo Grove requires the licensing of all motorized vehicles registered by the State of Illinois,to a person, firm, or corporation within the corporate limits of the Village; and WHEREAS, the Village of Buffalo Grove will be conducting a Village- wide contractual street maintenance and rehabilitation program beginning in 1983 for which Corporate Purpose Bonds have been issued for such capital purposes; and WHEREAS, the proper mix of fees, taxes, transfers, and other sources of revenue must be generated in order to promptly pay required levels of debt principal and interest on those bonds. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF GUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: SECTION 1. Section 10.04.030 Fees - Designated, of the Village of Buffalo Grove Municipal Code is amended to read as follows: 10.04.030 Fees - Designated A. All passenger vehicles regardless of taxable horsepower, seventeen dollars and fifty-cents ($17.50) annually, eight dollars and seventy -five cents ($8.75) semi- annually; B. All motorcycles, motor bikes, motor scooters, and motor driven cycles, ten dollars ($10.00) regardless of when Application is made for license; C. All recreational vehicles (R.V.), twenty dollars ($20.00) annually, ten dollars ($10.00) semi - annually; D. All trucks eight thousand pounds or less in maximum gross weight, twenty dollars ($20.00) annually, ten dollars ($10.00) semi- annually; all trucks over eight thousand in maximum gross weight, thirty -five dollars ($35.00) annually, seventeen dollars and fifty cents ($17.50) semi- annually; E. Purchase price of sticker may be applied as credit toward o subsequent higher price sticker during the given sticker year; provided proper proof is shown as to disposal of vehicle; and further provided the two dollar ($2.00) transfer fee shall be paid. Transfer fee to purchase a sticker under subsection G shall be one dollar ($1.00); O O F. Purchase price of sticker may be applied on purchase price of subsequent lower price sticker of given sticker year; provided proper proof is shown as to disposal of vehicle. There will be a refund of the excess, and the two dollar ($2.00) transfer fee shall be paid. Transfer fee to purchase a sticker under subsection G shall be one dollar ($1.00). This refund will be made through June 30th of any given year; G. All passenger vehicles regardless of horsepower and all recreation vehicles, one dollar annually if said vehicle is registered to a person sixty -five years of age or older. Semi - annual fee shall also be one dollar. Any person sixty - five years of age or older shall be limited to one such license per year. H. All passenger vehicles regardless of horsepower, all recreational vehicles, and all trucks regardless of gross weight that are licensed on or after January sixteenth of any year will be charged an additional five dollars as a late purchase penalty. The assessment of this charge will not apply to senior citizens, purchases of new vehicles, new resident or commercial entity purchases, or transfers from existing registrations at any time during the registration period. SECTION 2. This ordinance shall be applicable with the commencement of the calendar year 1984 registration program and with all years thereafter, unless amended by ordinance. SECTION 3. Any person violating the provisions of this ordinance shall be punished as provided in Section 1.08.010 of the Buffalo Grove Municipal Code. SECTION 4. This ordinance shall become effective upon its passage, approval, and publication. This ordinance may be published in pamphlet form.
