1979-055i ORDINANCE NUMBER 79 -U5 AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD IN AND FOR THE VILLAGE OF BUFFALO GROVE, COOK & LAKE COUNTIES, ILLI- NOIS ON SATURDAY, the 1st day of March,, 19,80. WHEREAS, the President and Board of Trustees of the Village of Buffalo Grove, Illinois did, by Resolution Number 79 -71 on December 3, 1979, ini- tiate a municipal home rule referendum to be on March 1, 1980; and WHEREAS, the President`.and Board of Trustees have determined it to be in the best interests of the health, safety and welfare of the Village to disconnect from the Wheeling, Vernon and Long Grove Fire Protection Dis- tricts; and WHEREAS, the Village has created its own Municipal Fire Department and Ambulance Service; and WHEREAS, upon disconnection from said Fire Protection Districts, the Village is authorized to levy, annually a tax not to exceed 075 7-of the value as equalized or assessed by the Department of Local Government Affairs, of all taxable property in the Village, to provide revenue for the purpose of fire protection within the Village; and WHEREAS, upon said disconnection, the.075% tax rate limit may be in- creased to not to exceed .40% provided the proposition for such tax rate increase has been submitted to the electors of the Village and approved by a majority of those voting on the question; and WHEREAS, the Village Fire Department has been authorized to provide for ambulance service; and WHEREAS, the Village is authorized to levy a tax not to exceed .25% of the value, as equalized or assessed by the Department of Local Govern - ment Affairs, of all the taxable property in the Village provided the question of such tax has been submitted to the electors of the Village and approved by a majority of those voting on the question. NOW, THEREFORE, Be It Ordained by the President and Board of Trustee& of the Village of Buffalo Grove, Cook and Lake Counties, Illinois as follows: SECTION 1. The hereinafter described questions shall be submitted to the legal voters of the Village at a special election which is hereby -2 called to be in and for said Village on Saturday, the 1st day of March, 1980 between the hours of 6:00 o'clock A.M. and 7:00 o'clock P.M. of said day. SECTION 2. For the purpose of said election, the corporate limits of the Village of Buffalo Grove shall be divided into ten (10) election precincts, and the boundaries of each said precincts and the polling place for each shall be as hereinafter set forth in Section 3 in the form of notice to be given of said election. SECTION 3. The Village Clerk of said Village shall be and she is hereby ordered and directed to cause notice of said election to be given by publishing notice thereof once in the Buffalo Grove Life, being a newspaper published in said Village. The date of such publication of notice shall be not more than thirty (30) days nor less than fifteen (15) days prior to the date set for said election, and said notice as publish- ed shall be in substantially the following form: NOTICE OF SPECIAL ELECTION in and for the Village of Buffalo Grove, Cook and Lake Counties, Illinois. Public notice is hereby given that a special election will be in and for the Village of Buffalo Grove, Cook and Lake Counties, Illinois, on Saturday, the'lst day of March, 1980, at which time there will be submitted to the electors of said Village the following questions: A. Shall the Village of Buffalo Grove, Cook and Lake'Counties, Illi- nois adopt the Home Rule form of government? B. Shall the Village of Buffalo Grove, Cook and Lake Counties, Illi- nois, levy a municipal fire protection tax of not to exceed 4/10 of 1% of the equalized assessed value of all taxable property in the Village? C.
