AN ORDINANCE AMENDING THE MUNICIPAL CODE OF
THE VILLAGE OF BUFFALO GROVE BY ADDING A NEW
CHAPTER ESTABLISHING A VILLAGE FIRE DEPARTMENT
(Chapter 2.50)
WHEREAS, it has been deemed advisable by the President and Board
of Trustees and in the best interest for the health, safety and welfare of
the Village to disconnect from the Vernon, Long Grove and Wheeling Fire
Protection Districts and to create a Village Fire Department, pursuant to
Section 11 -6 -1 etc. of the Illinois Municipal Code as amended.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows:
SECTION 1. There is hereby added to the Municipal Code of the Village
of Buffalo Grove, Chapter 2.50, which is to read as follows:
Chapter 2.50
Fire Department
Section 2.50.010 - Creation and Composition. There is hereby created and
established, a department of the Village which shall be known as the Fire Depart-
ment. It shall consist of a Fire Chief and such other members of said fire
department as may from time to time be provided for by the President and Board
of Trustees.
Section 2.50.020 - Fire Chief and Members of Department - Appointment.
The Fire Chief shall be appointed by the Village Manager. The Fire Chief shall be
appointed for an indefinite period and until his successor or acting successor
is appointed. Other members of the Fire Department shall be appointed by the
Board of Fire and Police Commissioners of the Village as provided by state
statute and the rules and regulations of the Board of Commissioners.
Section 2.50 -030 - Supervisor over Department. The Fire Chief shall
have the control, subject to the order and direction of the Village Manager,
of the fire department and all fire apparatus belonging to the Village. The
Fire Chief shall report and be directly responsible to the Village Manager. All

members of the Fire Department shall perform such duties as may be required
of them by said Fire Chief and the ordinances of the Village.
Section 2.50 -040 - Oath of Members. The Fire Chief and all other members
of the Fire Department, before entering upon the duties of their office, shall
take the oath of office prescribed by state statute.
Section 2.50 -050 - Annual Budget. The Fire Chief shall prepare and submit
to the Village Manager an estimate of the total cost and expense of providing
for and maintaining the Fire Department of the Village during the ensuing fiscal
year, which estimates shall be submitted in the form and time required by the
Village Manager.
Section 2.50 -060 - Report of Incidents. On or before May 31 of each year,
the Fire Chief shall prepare and submit to the Village Manager a report of all
incidents by fire that may have taken place in the Village during the preceding
fiscal year, the cause of same, a description of all buildings destroyed, as well
as a report as to persons injured or killed.
Section 2.50 -070 - Investigation of Fires. The Fire Chief shall inquire
into, investigate causes of all fires in the Village, as soon after their occur-
rence as practical, and he shall keep a record of such investigations and the
evidence adduced thereby.
Section 2.50 -080 — Records. The Fire Chief shall keep a full and com-
plete record of all transactions of the Department, of all property in his charge,
as well as such records as shall be required to conduct the business of the Depart-
ment.
Section 2.50 -090 - Inspection of Apparatus. The Fire Chief, or his desig-
nate, shall examine all fire engines, apparatus and fire hose, as well as other
life safety /support equipment from time to time to ensure such engines, apparatus,
fire hose and other life safety /support equipment are in good operating condition.
The Fire Chief shall file an annual report to the Village Manager, on or before
January 31 of each year, indicating the condition and state of readiness of all
fire engines, apparatus, fire hose and other life safety /support equipment under
his charge.

Section 2.50 -100 - Rules and Regulations. All officers and employees
of said Department shall be subject to such Rules and Regulations adopted by
the President and Board of Trustees pertaining to the operation of said Fire
Department and the Rules and Regulations of the Board of Fire and Police Com-
missioers of the Village of Buffalo Grove. Each member of the Department shall
be furnished with copies of said Rules and Regulations. Any member of the Fire
Department, other than the Fire 'Chief, shall be subject to discharge or dis-
cili.nary action by the Board of Fire and Police Commissioners or subject to
suspension for a period of not to exceed five (5) days by the Fire Chief, in
accordance with the provisions of the Act pertaining to Boards of Fire and
Police Commissioners of the State of Illinois.
Section 2.50 -110 - Uniform. Each member of the Fire Department is
required to wear a uniform in accordance with regulations promulgated by the
Fire Chief and a badge to be furnished by the Village by which, in case of fire,
and at other times, the relations of such members of the Fire Department may be
known, as the exigencies of their duties may require.
Section 2.50 -120 - Removal of Property. The Fire Chief shall have the
power to cause the removal-of any property, whenever it shall become necessary
for the preservation of such property from fire or to prevent the spreading of
fire or to protect adjoining property.
Section 2.50 -130 - Destruction of Buildings. The Fire Chief or other
officer in command, may direct the firemen to cut down and remove any building,
erection or fence, for the purpose of checking the progress of any fire; and
the Fire Chief, or other officer in command, shall have power to blow up or
cause to be blown up, with any explosive, any building or erection during the
progress of a fire for the purpose of extinguishing or checking same.
Section 2.50 -140 - Power of Arrest. The Fire Chief or any officer
designated by him of the Fire Department shall have the power, during a fire,
and for a period of 36 hours after its extinction to arrest any person suspected

of incendiarism, or any person hindering, resisting or delaying the firemen or
conducting himself in a noisy or disorderly manner, or refusing to obey such
officer while acting in the discharge of his duty. Said officers be and they
are hereby severally vested with the usual powers and authority of police officers
to command all persons to assist them in making any necessary arrests.
Section 2.50 -150 - Absence or Inability of Fire Chief. During the absence
or inability of the Fire Chief to act, the next senior officer or member of the
Department or such member of the Department as may be designated in writing by
the Village Manager shall perform the duties of the Fire Chief.
Section 2.50 -160 - Ambulances. The Fire Department may operate such am-
bulance(s) as a municipal service as it deems necessary and may make reasonable
charges therefore.
SECTION 2. That this Ordinance shall be in full force and effect from
and after its passage and approval according to law.
