BUFFALO GROVE ANTI - BURGLARY SECURITY CODE
SECTION 15.05.10 - PURPOSE
The purpose of this Code is to safeguard property and public
welfare by establishing minimum standards of physical security for all
residential and iiultiple dwellings hereafter constructed, remodeled or
repaired within the Village of Buffalo Grove.

SECTION 15.05.20 - SCOPE - The provisions of the Code shall
A. All new construction.
B. The entire building or structure when additions, alterations
or repairs within any 12 -month period exceed 50 percent of
the replacement value of the existinq building or structure.
SECTION 1.5.05.30 - DEFINITIONS
A. Buralar Resistant Glazing Material: Framed glass or
glass -like materials that will withstand the impact of a
five -pound steel ball dropped from a height of 40 feet and
five impacts from a height of ten feet concentrated within
a five inch diameter area of the surface without releasing
from the frame. U.L. Requirements or F /M.
B. Cylinder Guard: A hardened steel ring or plate surrounding
the otherwise exposed portion of a cylinder lock to prevent
cutting, drilling, prying, pulling or wrenching with common
tools.
C. Deadbolt: A bolt which has no automatic spring action and
which is operated by a key cylinder, thumb turn, or lever, and
is positively held fast when in the projected position.
Double Cylinder - a locking device with a key ring on both
sides of the door.
D. Strike Plate: A steel plate secured to the door frame which
protects the area into which a latch or bolt projects.

E. Deadlatch: A latch which is positively held in the latched
position within a strike by an added, integral bolt-type
mechanism and is again released by a key from the outside and
a knob or similar actuator from the inside.
F. Door Scope: A system of lenses encased for convenient
installation in entrance doors permitting an inside viewer
to observe a 180 degree area of the outside with the door closed.
G. Multiple Dwelling: Any building or structure used to provide
sleeping accommodations for more than one family unit or person
who are not being detained involuntarily or for medical or other
care or treatment, including, but not limited to hotels, motels,
rooming houses, dormitories, apartments, and duplexes.
H. Private Dwelling: Any building or structure used as a residence
by one family unit, with the exception of mobile homes.
I. Rated: Means listed by Underwriter's Laboratories, American
Society of Testing Material, U. S. Bureau of Testing Standards.
SECTION 15.05.40 - ENFORCEMENT - The Burglary Security Ordinance
shall be enforced by the Building Official and Crime Prevention Bureau Officer
(Pol ice) .
SECTION 15.05.50 - RESPONSIBILITY FOR COMPLIANCE - The owner of any
building or structure or his designated agent shall be responsible for compliance
with the specifications set forth in this Code.

- ALTERNATE MATERIALS
AND METHODS OF
CONSTRUCTION
The provisions of
this Code
are not intended to
prevent the use
of alternate
devices or methods of construction other than those prescribed, provided such
alternatives afford the same or a greater degree of security, and they are
approved by the building commissioner. The burdens of proving that such
alternative meets or surpasses the provisions of this Code shall be upon the
person requesting its approval.
SECTION 15.05-70 - TESTS - Whenever there is insufficient evidence
of compliance with the provisions of this Code or evidence that any material

or any construction does not conform to the requirements of this Code, or in
order to substantiate claims for alternate materials or methods of construction,
the Building Official may require tests as proof of compliance to be made at the
expense of the owner or his agent by an approved agency.
SECTION 15.05.$0 - EXCEPTIONS - No portion of this Code shall supersede
any local, State or Federal laws, regulations, or codes dealing with the life -
safety factors.
SECTION 15.05.90 - VIOLATIONS AND PENALTIES - It shall be unlawful for
any person, firm, or corporation to erect, construct, enlarge, alter, repair,
improve, convert, equip, use, occupy or maintain any building or structure in the
Village, or cause the same to be done,contrary to or in violation of any of the
provisions of this Code.
Any person, firm, or corporation violating any.of the provisions of
this Code shall be punished by a fine of not more than $10 to $500. Each day
any violation of this Code is committed or continued shall constitute a separate
offense.
SECTION 15.05.100 - APPEALS - Any person aggrieved or the head of any
agency of the Village may take any appeal from any decision of the Building
Official as provided in Section 127 of the B.O.C.A. Code, 1975 Edition, as
adopted Section 10.1 of the Buffalo Grove Village Code.
SECTION 15.05.110 - PRIVATE DWELLING - MINIMUM STANDARDS
A. Exterior Doors
1. Exterior doors and doors leading from garage areas into
private family dwellings shall be of solid core no less
than 1 3/4 inches thickness.
2. Exterior doors and doors leading from garage areas- into
private family dwellings shall have single cylinder dead
bolt devices with•a minimum throw of one inch...
3. Vision panels in exterior doors or within 40 inches of the
inside activating device must be of rated burglar resistant
glazing material.
4. Exterior doors swinging out shall have non- removable hinge
pins, and /or steel dowels projecting a minimum of 1/2 inch into
each. hinge plate.

5. In- swinging exterior doors shall have rabbited jambs.
6. Jambs for all doors shall be so constructed or protected as
to prevent violation of the function of the strike.
7. Bored cylinder locks shall be equipped with cylinder guards
as previously defined.
B. Accessible Sliding Patio Type Doors
1. All single sliding patio doors shall have the movable
section of the door sliding on the inside of th.e fixed portion
of the door, unless specifically manufactured to be installed
with movable section of the door on the outside. Such doors
shall also be equipped with a locking device commonly known
as a "Charlie Bar ".
2. Dead bolts shall be provided on all single sliding patio
doors. The lock shall be operable from the outside by a
key utilizing a bored lock cylinder not less than five pin
tumbler construction. Mounting screws for the lock case
shall be inaccessible from the outside and the cylinder
shall be equipped with a cylinder guard as previously defined.
Lock bolts shall be of hardened steel or have hardened steel
inserts and shall be capable of withstanding a force of 800
pounds applied in any direction. The lock bolt shall engage
the strike sufficiently to prevent its being disengaged by
any possible movement of the door within the space or
clearances provided for installation and operation. The
strike area shall be reinforced to maintain effectiveness
of bolt strength.
3. Double sliding patio doors must be locked at the meeting rail
and meet the locking requirements of "B" above..
C. Accessible Windows
1. Windows shall be so constructed that when the window is
locked it cannot be lifted from the frame.
2. Window locking devices shall be capable of withstanding
force of 300 pounds applied in any direction.

SECTION 15.05.120 - MULTIPLE DWELLING - MINIMUM STANDARDS
A. Exterior Doors
1. Exterior doors and doors leading from garage areas into
multiple dwelling buildings and doors leading into stairwells,
except in hotels and motels, shall be equipped with self-
closing devices, and shall have self- locking (dead latch)
devices, allowing egress to the exterior of the building or
into the garage area, or stairwell, but requiring a key to
be used to gain access to the interior of the building
from the outside or garage area or stairwell.
B. Garage Doors
1. Whenever parking facilities are provided, either under or
within the confines of the perimeter walls of any.multiple
dwelling, such facility shall be fully enclosed and provided
with a locking device on the overhead door.
C. Entrance Doors to Individual Units,
1. All doors shall be of solid core with a minimum thickness
of 1 3/4 inches.
2. Swinging entrance doors to individual units shall have
deadbolts with one -inch minimum throw and hardened steel
inserts in addition to deadlatches with half -inch minimum
throw. The locks shall be so constructed that both latch
bolt shall function by a knob either side except when
outside .knob is locked by projecting deadbolt. Deadbolt
shall function by key from outside and turn piece from
inside.
When deadbolt is projected, a turn of the inside knob will
retract both the deadbolt and latch bolt simultaneously which
will automatically unlock the outside knob.
Latch bolt is deadlocked when deadbolt is projected,with .
half -inch minimum th -row.. The locks shall be so constructed
that both deadbolt and deadlatch. can be retracted by a single
cylinder deadbolt.. Cylinders shall be equipped with
cylinder guards as previously defined.
3. Vision panels in individual units entrance doors or within
40 inches of the inside activating device shall be of rated
burglar resistant glazing material..
4. An interviewer or doorscope shall be provided in each
individual unit entrance door whicfi does not contain a
vision panel.
5. Door closers will be provided on each. individual entrance
doo r.
6. Doors swinging out shall have non - removable hinge pins,
and /or steel dowels projecting a minimum of 1/2 inch into
each hinge plate.
7. In- swinging doors shall have rabbited jambs.
S. Jambs for all doors shall be so constructed or protected as
to prevent violation of the function of the strike.
D. Accessible Slidinq Patio Type Doors
1. All single patio doors shall have the movable section
of the door slide on the inside of the fixed potion of th.e
doors, unless s.pecifi.cally manufactured to be installed with,
movable section of the door on the outside..
2. Dead locks shall be provided on all single .sli.di.ng patio
doors. The lock shall be operable from the outside by a key
utilizing a bored lock cylinder of not less than five pin
tumbler construction. Mounting screws for the lock.case
shall be inaccessible from the outside and the cylinder shall
be equipped with a cylinder guard as previously defined.. Lock

SECTION 15.05.130 - VIOLATION - PENALTY
Any person violating the provisions of this chapter shall be punished
according to the provisions of Section 1.08.010.
SECTION 15.05-140
This Ordinance shall be in full force and effect from and after
its passage, approval and publication according to law. This ordinance may
be published in pamphlet form.
