1978-036ORDINANCE NO. 78 - 36_ AN ORDINANCE AMENDING THE SUBDIVISION REGULATIONS BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS: SECTION 1. Sub - paragraph 10 of Paragraph B, Section VIII of the Subdivision Regulations as ammended is hereby repealed in its entirety and the following Sub- paragraph 10 of Paragraph B, Section VIII of the Subdivision Regulations is hereby enacted in lieu thereof: 10. A detailed cost estimate of the work to be performed. Upon receipt of these final plans, the Plan Commission shall refer same to the Village Engineer for his comments and corrections. The Village Engineer shall review these plans for compliance with the requirements of the Village of Buffalo Grove, and shall return them together with his recommendations to the Plan Commission and Village Board. One set of the reviewed plans with suggested changes shall be returned to the subdivider at time of final approval. The Village Engineer may, at his discretion, confer with the engineer for the developer concerning correction to the final plans prior to his final approval. All final plans shall be submitted on 24 inch by 36 inch cloth or mylar and shall bear the signature and embossed seal of the Illinois Registered Professional Engineer under whose directions they were prepared. No substantial deviations from these plans and specifications will be allowed without the written permission of the Village Board. Field changes may be allowed by the Village Engineer. The Village Engineer shall be empowered to require such field and laboratory tests as may be necessary to iasure the quality of the work. The costs of such tests shall be borne by the subdivider. It shall be a requirement in all cases that a television inspection be conducted under Village super- vision on any sanitary sewer, public or private, eigrht (8) inches or greater in diameter. it shall also be a requirement in all cases that a pavement evaluation be conducted, under Village supervision, on any streets, public or private, constructed in the Village. Pavement evaluations will be reviewed to determine conformance to plans and specifications and all deficiencies, as outlined in the evaluation, shall be remedied by the subdivider, at his expense, as directed and approved by the Village Engineer. SECTION 2. Paragraph G of Section VIII of the Subdivision Regulations as ammended is hereby repealed in its entirety and the following Patagph G. Section VIII of the Subdivision Regulations is hereby enacted in lieu thereof: G. Engineering Fees In order to provide for necessary engineering services, field inspections during construction and administrative expense, applicant submitting,�`preliminary and /or final plans shall pay to the Village three and one -half percent of the estimated cost of construction of all improvements, private and public which are covered under this Subdivision Code. Said three and one -half percent shall also apply to all improvements constructed in private developments and such improvements shall in all respects be subject to and be governed by the provisions of this Ordinance as amended. Said three and one -half percent shall be payable as follows: 1.. One percent upon submission of preliminary plans. 2!. Two and one -half percent on approval of final plans and specifications, provided total paid shall not be less than three and one -half percent of said cost. 3:. In addition to all other fees, a $1.00 per lineal foot inspection fee is established for sanitary sewer inspections outlined in Paragraph B, Sub- paragraph 10 of this section, fully payable at the time of final plat approval. If a subdivider is capable of performing his own television inspections under Village of Buffalo Grove supervision, he may so request to the Village Engineer and upon receipt of a completed television report be eligible, upon request, for a reimbursement of the sanitary sewer inspection charge, all subject to the prior approval of the Village Engineer. Also in addition to all other fees, a $0.15 per lineal foot inspection fee is established for pavement evaluations outlined in Paragraph B, Sub - paragraph 10 of this section, fully payable at the time of final plat approval. 5,. Payment shall be in the form of certified checks. No construction shall begin until fee is paid in full. SECTION 3. Ordinances No. 78 -22 and No. 75 -35 are hereby repealed in their entirety. SECTION 4. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. This Ordinance may be published in pamphlet form.
