ORDINANCE NO. 77 -17
VEHICLE LICENSE ORDINANCE
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS
SECTION 1: Definition
(a) Whenever the term "motor vehicle" is used in this
Ordinance it shall be construed to include motor cycles, motor
scooters, motor driven cycles, autos, trucks, recreational
vehicles (R.V.) and all vehicles propelled by power, other than
muscular power.
(b) Whenever the term "truck" is used in this Ordinance
it shall be construed to mean any motor vehicle designed and /or
used for the carrying of merchandise or material or for a
commercial purpose.
(c) Whenever the term "recreational vehicle (R.V.) "is used
in this Ordinance it shall be construed to mean any vehicle
registered /licensed by the State of Illinois as a recreational
vehicle.
SECTION 2: License Required
Every owner or operator of a motor vehicle residing in the
Village or having his principle place of business in the Village
shall not use or cause or permit any of his agents or employees
to use any motor vehicle upon the public ways of the Village
unless a license is obtained therefor.
SECTION 3: Fees Generally
The license fees to be paid shall be as follows:
(a) All passenger vehicles for noncommercial purposes
having 35 horsepower or less $10.00 annually, $5.00 semi - annually.
(b) All passenger vehicles for noncommercial purposes
having more than 35 horsepower $15.00 annually, $7.50 semi- annually.
(c) All motor cycles, motor bikes, motor scooters
and motor driven cycles $ 5.00 annually regardless of when
application is made for license.
(d) All recreational vehicles (R.V.) $ 15.00 annually,
$ 7.50 semi- annually.
(e) All trucks, 5500 lbs. or less (empty weight),$15.'00
annually, $7.50 semi - annually; all trucks in excess of 5500 lbs.
(empty weight) $30.00 annually; $15. 00 semi - annually.
(f) Purchase price of sticker may be applied as credit toward
purchase of subsequent higher price sticker prior to March 31st
of given sticker year provided proper proof is shown as to disposal
of vehicle and further provided the $2.00 transfer fee shall also
be paid.
(g) Purchase price of sticker may be applied on purchase
price of subsequent lower price sticker prior to March 31st of
given sticker year provided proper proof is shown as to disposal
of vehicle. There shall be no refunds of the excess and the $2.00
transfer fee shall be paid.
(h) All licenses expire December 31st of each year. Except
as hereinafter noted, fees are due and payable on or before
January 1st of each year. Fee for transfer is due and payable
within 30 days of the transfer. A semi - annual fee shall be charged
for an owner or operator moving into the Village on or after
July lst of any year, or acquiring a vehicle on or after July 1st
of any year. Such fee shall be due and payable within 30 days
after the moving into the Village or acquiring a vehicle. Any
owner or operator coming into possession of a vehicle after January 1st
and prior to July 1st of any year shall pay the full fee within
30 days after coming into possession of any vehicle.
M Notwithstanding any Section or paragraph of this Ordi-
nance, no vehicle sticker fee shall be charged for a Village owned
vehicle.
(j) Dealers in motor vehicles licensed as such by the State
of Illinois and this Village only shall be issued dealer plates.
Such dealer plates shall be restricted in use to motor vehicles

held for sale and used for demonstration purposes by the licensed
dealer. Such plates shall be affixed to the State plate when
displayed on the vehicle and may be used on any vehicle of the
first or second division held for sale or demonstration in the
dealer's ownership. Service vehicles of the first or second
division used incident to the business of dealers in motor vehicles
shall require vehicle tax licenses as provided by this Ordinance
in Section 2. Issue of such dealers plates to any dealer shall
not exceed the number of sets of plates issued to such dealer
by the Secretary of State. The first vehicle tax dealers plate
shall be issued at a fee of $25.00 and each additional plate
thereafter at a fee of $10.00, provided, however, that one half
year fees shall apply when such vehicles fall within the meaning
of Subparagraph (h) of Section 2 of this Ordinance.
(k) The funds collected for such fees shall be used for the
purpose of improving, repairing or maintaining the streets and
public roadways within the Village, provided that, not to exceed
35% of such funds may be used for payment of salaries of policemen
engaged in the duty of regulating traffic.
SECTION,
Each owner or operator of a motor vehicle required
herein to obtain a license shall file an application with the clerk,
upon a form provided by the clerk, stating the name and address of
applicant and a description of the motor vehicle for which a license
is desired. Such application shall be made and such fee shall be
paid on or before the first day of January of each year, and such
license shall be for the calendar year. Licenses for the coming
year may be issued on or after December lst of each preceding year.
SECTION ... Each such owner receiving a license shall receive
a vehicle sticker, which sticker shall be attached to the vehicle
in the lower left -hand corner of the front windshield so as to be
easily readable at all times during which such vehicle is on the
public streets of the Village.

SECTION 6. Ordinances numbers 58 -24, 60 -10, 61 -24, 61 -28,
64 -20, 65 -5, 66 -26, 68 -49, 70 -25, 71 -10, 71 -23, 75 -5, and 76 -48
are hereby repealed in their entirety.
SECTION 7.. Any person, firm or corporation violating any
provision of this Ordinance shall be fined not less than $15.00
nor more than $500.00.for each offense, and a separate offense
shall be deemed committed on each day during or on which a viola-
tion occurs or continues.
SECTION B.
This Ordiance shall be in full force and effect
from and after its passage, approval and publication according
to law.

(i) Notwithstanding any Section or paragraph of this Ordi-
nance, no vehicle sticker fee shall be charged for a Village owned
vehicle.
(j) Dealers in motor vehicles licensed as such by the State
of Illinois and this Village only shall be issued dealer plates.
