AN ORDINANCE CREATING AN INDUSTRIAL COMMISSION
WHEREAS, the corporate authorities of the Village of Buffalo
desire to cooperate with the various local civic organizations in
promoting our Village in order to attract desirable industry to the
Village, and
WHEREAS, it is deemed to be in the best interests of the citizens
of the Village of Buffalo Grove that such a Commission be created,
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS:
Section 1. CREATION
That there shall be and there is hereby created and established
a commission which shall be known as the Buffalo Grove Industrial
Commission.
Section 2. PURPOSE
That the purpose of the aforesaid Commission shall be to promote
and encourage desirable industry to establish manufacturing and /or
storage facilities within the corporate limits of our Village.
Section 3. ORGANIZATION
That the Commission shall consist of seven (7) members to be
appointed or re- appointed by the Village President by and with the
advice and consent of the Board of Trustees. The members of said
Commission shall be selected from residents of the community who
have manifested an interest in promoting industry within our Village
and whose training, education, interest, background or experience
will aid the Commission and who are also desirous of devoting time
and energy toward the achievement of the purposes of the Commission.
The Village President shall serve as an ex- officio member of said
Commission.

Section 4. MEMBERSHIP
=That the term of office for such appointed members shall be for
two (2) years and until his or her successor shall be appointed and
shall qualify, provided, however, that the terms of office of the
first appointments of four (4) members shall expire on April 30, 1976
and the terms of office of the first appointment of three (3) members
shall expire on April 30, 1977. The President shall have the power
to remove any member of the Commission, and such removal shall be
subject to confirmation by a majority of the members of the Board of
Trustees then in office.
Vacancies therein shall be filled in the same manner as the
original appointment. If any of the subject members shall residn,
he or she shall continue in office until his or her successor has
been appointed. If there is a failure to appoint a member, or the
person so appointed fails to qualify, the person filling the member-
ship shall continue in office until his or her successor has been
chosen or qualified.
Sect "ion'5. PROCEDURE
At the time of his or her appointment, one of the members of
the said Commission shall be designated as Chairman of the Commission,
who shall so serve for a term of one (1) year and until his or her
successor shall be appointed and shall take office, provided that
nothing herein contained shall preclude the reappointment of any
member or chairman of the Commission in the same manner as in the
original appointment.
Immediately following their appointment, the members of the
Industrial Commission shall meet, organize and adopt additional rules
and may later change or alter such rules and regulations or organi-
zation and procedure as shall be consistent with Village Ordinances
and State Statutes.
The Commission may elect from its members, a secretary and
such other officers as it may deem advisable.

The Commission shall meet publ:ically at least once during each
quarter of the fiscal year and any special meetings of the Commission
shall be held upon the call of the Chairman or of any three (3) mem-
bers thereof.
The Chairman and three(3) members, or four members, shall
constitute a quorum for the transaction of business.
The Commission shall keep written records of its proceedings,
which shall be open to public inspection at all reasonable times.
The Commission may adopt such Rules of Order and procedure for
the conduct of its business as it may deem necessary and advisable.
Section 6. EXPENDITURES
That the members of this Commission shall not receive any
compensation for their services. However, the Commission may at
the discretion and direction of the corporate authorities, employ a
paid secretary, staff and /or technical services, whose salaries,
wages, compensation and expenses shall be provided for by appropria-
tion and ordinance made by the corporate authorities from the public
funds.
Section 7. REPORTS
That the said Commission shall submit a report in writing to
the corporate authorities on or before the 30th day of April of each
calendar year and at such other times as may be designated or re-
quested by the corporate authorities. The annual report shall cover
the activities of the commission for the preceeding calendar year,
while the information requested in any additional reports shall be
designated by the corporate authorities from time to time.
Section 8. FUNCTIONS
That the function and duties of the Industrial Commission shall
be to act in a fact- finding educational and advisory capacity to the
corporate authorities and more specifically:
(1) To recommend and prepare literature to be sent to
prospective industries interested in the Village.

(2) To make recommendations regarding executive or
legislative action to be by the corporate authorities
regarding industrial development.
(3:) To cooperate with industries seeking information regard-
ing the Village and make this information available to all
industries
Section 9. EFFECTIVE
This Ordinance shall be in full force and effect from and approval
according to law.
