ORDINANCE NO. 74 -13
AN ORDINANCE DESIGNATING THE
METROPOLITAN SANITARY DISTRICT of
GREATER CHICAGO AGENT FOR CONSTRUCTION
OF WHITE.PINE DITCH RETENTION RESERVOIR
WHEREAS, on April 1, 1974, the Village entered into a
License Agreement with ELSIE TAGGART, DANIEL I. TAGGART, JR.,
DANIEL I. TAGGART, JR., as Trustee, and ARLINGTON COUNTRY CLUB, INC.,
for the construction of a Retention Reservoir and related appurte-
nances, and
WHEREAS, on April 1, 1974, the Village, the Metropolitan
Sanitary District of Greater Chicago, and the Department of
Transportation of the State of Illinois entered into a contract for
construction and financing the construction of a Retention Reservoir,
and
WHEREAS, the License Agreement aforesaid permits the
Village to assign the construction and supervision to the Metro-
politan Sanitary District of Greater Chicago and /or the Department
of Transportation of the State of Illinois;
BE IT ORDAINED by the President and Board of Trustees of
the Village of Buffalo Grove, Lake and Cook Counties, Illinois:
Section 1. Pursuant to the authority.granted the Village in the
aforesaid License Agreement, and in consideration of the stipu-
lations and conditions contained in the aforesaid Agreement
dated April 1, 1974, by and between the Village, the District
and the Department of Transportation of the State of Illinois,
which Agreement is by reference made a part hereof, the
Village does hereby assign to the Metropolitan Sanitary
District of Greater Chicago the right to construct and super-
vise construction of the Retention facility and appurtenances,
all in accordance with the April 1, 1974 Agreement hereinabove
described and the plans and specifications made a part thereof.
Section 2. This Ordinance shall be in full force and effect
from and after its passage and approval according to law.

1974, by and between the Illinois Department of Transportation, a De-

partment of State Government, hereinafter referred to as the "Department ",
and The Metropolitan Sanitary District of Greater Chicago, a Municipal
Corporation, hereinafter referred to as the "Sanitary District ", and
the Village of Buffalo Grove Illinois a Municipal Corporation, herein-
after referred to as the "Village ",
WITNESSETH. THAT
WHEREAS, all the parties are legal entities organized and
existing under the Laws of the State of Illinois, and having among their
powers the construction of flood control projects; and
WHEREAS, the Village desires the construction of a flood
control reservoir and storm sewers which will reduce flooding within the
corporate limits of the Village and the incorporated and unincorporated
areas downstream; and
WHEREAS, the Village has requested the Department and
the Sanitary District to cooperate in the construction of said flood
control reservoir, storm sewers, and appurtenances thereto. The location
and identification of said storm sewers, flood control reservoir, and
appurtenances are indicated on the map attached hereto and made a part
hereof ap� Exhibit "A "; and
WHEREAS, the Village, in requesting the cooperation of
the Departxgen.t and the Sanitary District;..' hays presented to the Department
and the Sanitary District the 'scope 'of work, to be con'teImpl.ated in a
document .titled 'rprelimnary Engineering Repot f or a Proposed flood
Control Project to serve the Dundee Road and.White Fine Ditch Watershed
Drainage Area buffalo Grove, Illtnois44, da.ted'February 1, 1972, copy
of which is attached hereto and made a part hereof as Exhibit "B" and
hereinafter referred to as the 4 "Report"; and
WHEREAS, the Department has prepared plans for a highway
improvement on Dundee Road including the construction of a storm sewer
which will be part of the storm sewer improvements outlined in the Re-
port. This storm sewer improvement will be designed and constructed by
the Department as part of the Dundee 'Road highway improvement; and
WHEREAS, the parties are desirous of entering into an
Agreement whereby the Sanitary District and Department will construct
said reservoir upon premises which the Village and /or Sanitary District
may lawfully occupy and use for the purpose of the construction of
said reservoir; said premises or occupancy right therein being capable
of assignment to the Sanitary District.
NOW, THEREFORE, in consideration of the mutual covenants
and agreements to be kept and performed by the respective parties
hereto, it is agreed as follows:

B. The; Department shall deatga and construct the storm
sewers for the Dundee Road h.4ghway improvement such
that it bypasses the White Pine Ditch and discharges
its flow in the* vicinity Of the intersection of Dundee
Road and Buffalo Grove 'Road. The*storm sewer er shall be
designed such that it restricts the amount of storm
water runoff from areas outside the right-of-way owned
by the Department.
C. The Department shall also share the construction cost
of a fifty (50) acre-foot flood control retention res-
ervoir and related appurtenances on the Arlington Golf
Club property. The Department shall pay for the res-
ervoir construction and related appurtenances the sum
of, but not to exceed $130,000. Of this sum $80,000
is available from Department funds budgeted and approved
for fiscal year 1973, $25,000 from Department funds for
fiscal year 1974 and $25,000 from Department funds for
fiscal year 1975 RubJect to the approyal of the. legislature.
D. The Sanitary District Phall share the, construction cost

of, but not to exceed $120,000.
E. The Sanitary District shall pay the administrative

�. The coat of constructing the reservoir, to be shared
by the Department and Sanitary District as provided in
paragraphs 1C and 1D to not to exceed $250,000. In
the event the sum total of the costs necessary to build
the flood control reserve�ir xs less than $250,000 the
Department and Sanitary District will pay a proportional
lesser sum. In the event the sum total cost necessary
to build the flood control reservoir is more than
$250,000, then the 'Village shall pay the difference
between $250,000 and such greater sum;
G. The Village shall pay for the design and construction
of all non -flood control features on the Arlington Golf
Club property not shown on the plans, an approximate
400 foot section of storm sewer and related appurtenances,
to carry the discharge from the Dundee Road highway
improvement storm sewer to the reservoir and other storm
sewer improvements necessary to convey storm drainage to
the reservoir.
K. The Village shall canStruct a scale model of the finished
project The model' wi. l be: furnished to the Sanitary
Di:stri.ct w :tbtn 60 .dayq after the execution of this Agree.

the reservoir and shall be approved'by� the Chief Engineer
of the Sanitary District.

J. The Village shall obtain at $,t$ own expense all the
rights, permits and licensea required for construction
of the reservoir and appurtenances.
K. All costs required in this agreement to be paid by the
Sanitary District shall be used solely for the payment
of flood control reservoir work and for no other purpose.
L. The 'Village and Department shall deposit with the
Sanitary District all monies required to pay all of
the costs which exceed those costs to be paid by the
Sanitary District for the flood control reservoir con-
struction contract. These monies shall be deposited
with the Sanitary District on or before ten (10) days
prior to the Award of Contract and the Sanitary Dis-
trict shall draw on this fund monthly to pay construction
costa,
Tn the event the awarded reservoir construction contract
bid co '9tP for the flood control work thereof are less
than the $250, 00.0 heretofore igexitioned, and during the
pe.r£Qrmance of the* contract, extra work, is required for the
flood control work Qf the co: *tract, then the Sanitary District
may, by its written order, direct the performance of such
extra flood control work. The Sanitary District and the

event the extra flood control costs, when added to the
award price of the flood control costs of the reservoir
construction contract, exceeds the sum of $250,000, then
the Village shall pay all sums over and above the $250,000;
in that event, prior to the extra work being ordered, the
same shall be approved by both the 'Village and the Sanitary
District, and the Village shall deposit with the Sanitary
District all such sums as are necessary to comply with
this provision.
M. By execution of this Agreement, the Village hereby
affirms that the funds necessary for the projects herein
contemplated are available for expenditure and releases
of funds by administrative offices have been secured,
authorized and approved.
2. FLOOD CONTROL RESERVOIR CONSTRUCTION CONTRACT
As to the construction contract for the flood control work
herein contemplated and the 'supervision thereof, parties

of the work.
Size

a release rate not to exceed 100 cub%c feet per second.
This volume shall be exclustve of the volume for uses
other than flood control.
C. Plans and Specifications
Flans, specifications, c.ontractorts proposals and other
contract documents fQr..construction of the reservoir
and other, relat.e4 facilities shall be obtained by the
Village at no cost to the Sanitary District. Said plans,
specifications, contract proposals and other contract
documents shall be prepared subject to the approval of
the Chief Engineer of the Sanitary District and the
Director, Division of Waterways of the Department. it
is the understa.ndin.g of the parties that work involved may
include work other than for flood control purposes.
Therefore, the bid items shall be set forth in such
manner that the cost of the reservoir for flood control
purposes can be determined and separated from the total
cost of all the work. Provided however, it is under -
stpod that 411 sewers shown on plans approved by the
Sanitary District, De.partqeat and 'pillage, shall be
conpi,dered to be for flood control features of the
contract.
It is agreed and understood by and between the Vi=llage
and the Sanitary Distri;ct.:tha.t :t.he; contract
Plans
and speci.gi;catfi,ions for the construction of the Res
er ,yoir aforesaid, shall: be;. prep'Ared to require the;
successful bidding contractor, as part of his con -
tractural obligation with 'the; Sanitary District, to
provide, in addition to all insurance and certificates
thereof to the Sanitary District 'a. s ordinarily re-
quired by such contracts, certificates of insurance
and indemnity in the'amounta and coverages set forth
in Section 8 of the; License Agreement between Elsie
Taggart, Daniel 1. Taggart Jr., Daniel I. Taggart
Jr., Trustee U /L /W /T of Daniel 1. Taggart, Dec.,,
Arlington Country Club, Inc., and the 'Village of
Buffalo Grove, dated �:�f.� , which is
incorporated into the contract documents and
specifications.
Any additional expense incurred by the District in
connection with the procurement of the insuraneesand
indemnity coverage for the foregoing additional assureds,
as reflected in the increment of bid price over that
which would have been bid had the foregoing additional
i,nau'r,a,nce re.q,utreT4e,nts not been imposed, shall be paid,
satisf ied and discharged by the 'Village, immediately
upon. the rendition of bii,ls :ther.efo.xe by the District.
The dete;rwination by. the District as to the 'amount
of. such :addit.%anal cost, if any, for this additional
insurance coverage, shall be binding and conclusive.

Provided, however, anY ; §nch . AdditiQngl expenses
therefore, as :reflected in the bid price for said
contract shall be:tncLuded in the determination of
the encumbrance of the Dist cttS lma�imum financial
contribution under this Agreement
Before the Sanitary District advertises forbids on
the reservoir construction contract, the 'Village shall
furnish the Sanitary District with the following:
1. Contract drawings which shall be prepared in
pencil on polyester film sheets 27 "x36" and shall
comply with Sanitary District's current practices.
Lettering guides should be used on all main titles.
All drawings shall be checked and signed and bear
the seals of a registered structural engineer where
necessary.
2. One hundred fifty (150) bound copies of the specifi-
cations and planograph reproductions of the contract
plans with index page and cover page shall be furnished
for each construction contract.
The planograph reproductions shall be 11 "x17 ".
3. Estimates, of construction costs that are in accordance
w?th current practices of the Sanitary District shall
include ka detai;l, all ma- aerial quantities, unit and
lump sum coats and sources of cost data. All estimates
shall be signed and checked and include all items of

work required fQr complete construction of the project
4. All original engineering calculations shall be de
liver :ed:.to :the '..Chief. Zng n.eer of_ the Sanitary District
They shall be pr'epa.red on 8-111txll" aheets, signed and
checked, indexed and :bound in hard covered binders.
5. Monthly progress reports, and CPH showing progress
made in the preparation of plans and specifications,
shall be submitted to the Chief Engineer of the
Sanitary District by the 15th of each month. These
reports shall incorporate the features included in
the project schedules of paragraph (3) The Chief
Engineer of the Sanitary District shall have the
right to make inspection of the plans and speci-
fications then ready; and any modifications or
corrections therein which he directs, shall be
made.
6. The Chief Engineer of the Sanitary District may assign
an employee of the Sanitary District to act as pro-
ject engineer and liaison with the Village and the
Department. The project engineer shall be given
full access, and copies when requested, to all
studies, plans and specifications during preparation.
D. Advertising for Bids and Award of Reservoir Contract
The reservoir; cQnstruct -tQn contract shall be let by free
and open compettt.i;ye, b:;dd ng after Advertisement by the
unitary District. The contract shall be awarded by
the Sanitary District. Before the award is made, the
Sanitary District :shall submit all birds to the Village
and the Department. All bids may be rejected and new
bids solicited if either the Sanitary District, the

Inspection and Approval
All reservoir constructton work shall be performed in
accordance with standards established by the I Sanitary
District.
Documents of Rights, 'title and Interest, Etc. -
Before the Sanitary District advertises for bids on the
reservoir construction contract, the 'pillage shall
furnish the Sanitary District with the following:
I. Original of all right -of -way documents, plots of
survey, licenses, permits and consents of the
Arlington Golf Club and others, if necessary, soil
borings located by the State Plane Coordinate
System, and aerial surveys and other documents
required for the design of the project and
necessary for the performance of the work herein
contemplated.

Ordinance authoriz�ng the proper officers to
execute and deliver all. doeuments.xieceesary to
transfer, convey and assign to`$anitary District
permits and licenses in and to the flood control
reservoir- site, or lawful authority to enter thereon,

including all r, ights -Qf ^way to the reservoir free
and clear of any liens and encumbrances. Such
doc'upe,nts phall be suit ect to the approval of the
Attorney for the Sanitary Dt,%trict
It i,a underatood and agreed that the assignment
of lawful authority to enter on the site for the
reservoir shall be accepted by the Sanitary Dis-
trict upon condition that the 'Village shall
perpetually maintain the reservoir at its expense.
G. Examination of Records -
The 'Village and the Department reserves the right to
inspect and examine all invoices, contractor's affidavits,
waivers of lien and all other records and documents in
connection with the payment for materials, labor, equip-
ment and all other fees and costs and expenses incurred
by virtue of the reservoir construction contract.
H. Permits
Before the Sanitary District advertises for bids on the
construction contract, the 'Village shall obtain from the
Department or any other Federal, State, County or Local
,Agency, as may be necessary, such permits as are required
for the purposes of the work, herein contemplated to be
done.

The Yi,llage ag.xe,eq It sh;all maintain both the flood
control and any non -flood control fAcilities, including
all attendant operating, .features Qf the facilities at its
own' coat and expense.
Ma atenaance shall include but not be limited to removal
Of all trash, debris, aquatic growth, ice and /or any
other Matter which may tend to iutpede the proper and
free flow of water in the reservoir or prevent proper
operation of the completed reservoir project.
The area to be maintained by the 'Village shall include
the entire reservoir site which shall be mowed no less
than two times each year and sprayed for insects, pests,
and noxious weed control once each year; all structures
within the improved area shall be kept clear of any and
all debris to permit free flow of water at any and all
times and the structures maintained in a satisfactory
condition or in such a manner as will provide the de-
signed waterway capacity during flood, low flow and at
all other periods.
Joint inspection Shall be made by the Sanitary District
and the Vill.4ge during April and October of• each year, and
at such other tines as; cQndtti4ns may require in order to
assure adequate �antexian.ce of. th:e reservoir. In the
.event of the failure of the- 'Village to properly maintain

the reservoir to the satisfaction of the Sanitary
District, the Sanitary District
"may issue a thirty

If the maintenance has not been accomplished on or before
thirty (30) days- after such notice the Sanitary District

D. Operation and Control
Sanitary District reserves the perpetual right, privilege
and authority to control and supervise the operation of
the flood control facilities, constructed under this Agree-
ment, as it shall be necessary and convenient for the study
and control of runoff. The 'Village shall not, at any time,
vary, alter or otherwise change the flood control facilitie
as designed and constructed under this Agreement, or the
manner in which it is to be operated without the written
consent of the Sanitary District and the Department.
4. LAWS, ORDINANCES, AND PERMITS
The Village shall strictly comply with all laws, ordinances
and rules of the Sanitary District, the State of Illinois, the
County of Cook, the Municipalities within which the work is

5. DAMAGES AND 'INDENITIT'Y
A. The 'Village shall defend, protect, indemnify, keep and
save harmless the Department and the Sanitary District,
its Trustees, officers, agents and employees, against all
injuries, deaths, losses, damages, claims, patent claims,
liens, suits, liabilities, judgments, costs, expenses, and
attorney's fees, which may in any wise accrue, directly or
indirectly, against the Department or the Sanitary District,
its Trustees, officers, agents or employees, in consequence
of the execution of thip Agre,epent, or Which may in any

B., The Sanitary Aistrict shall defend, protect, indemnify, keep
and 4ave h.arglees the 'Village against any claims which may
accrue against. the 'Village;, in conse_�:uence .of .the,: "execution

of the Sanitary District,
6. TIME
This Agreement shall bec'o�Q null and void if the work
contemplated to be done ha,a not commenced within one year
from the date of this Agreement.
7. RELEASE
In the event this Agreement is terminated or becomes null
and void, the parties hereby release each the other of and
from any and all claims arising out of or which may in any
wise result from the execution of this Agreement.
It is understood that this Agreement has been executed by
the parties hereto in conjunction with an Agreement dated,
by and between the 'Village and
Elsie Taggart, Daniel I. Taggart Jr., and Daniel I. Taggart,
Jr., as Trustee of the Residuary Trust under the Last Will
and Testament of Daniel I. Taggart Deceased; and the Arlington
Country Club, Inc., an Illinois Corporation, a copy of which
said Agreement is attached hereto and made a part hereof as
Exhibit "C"

The purpose of this report is to evaluate the need and feasi-
bility of a storm water detention facility in the ,Arlington
Golf Club on Dundee Road, and to request financial participation
from the Metropolitan Sanitary District of Greater.Chicago. This
facility has been proposed-to help control flooding in both
Village of Buffalo Grove and the Village of Wheeling. The purpose
of the :basin-is to (1) reduce existing and anticipated future
- flooding problems within that portion_oftBuffalo Grove adjacent
- -to the Nmite Fine Drainage Ditch and. (2) to reduce the amount of
storm water runoff into the Buffalo -Creek during peak flow periods;
thereby benefiting the downstream Village of Wheeling, Illinois.
(See the attached map of Buffalo Grove for the basin location and
drainage area details). F
BACKGROUND OF EXISTING CONDITIONS :.
For the past four years, certain areas of Buffalo Grbve have

increasing yearly in frequency.and intensity. The basic cause of
these problems is the inability of theeBuffalo Creek to adequately
drain its watershed, which is rapidly changing from a rural to an
urban condition.
During times of heavy or prolonged- rains, the water. level in
the Buffalo Creek . increases rapidly to such a height that storm
sewers and ditches draining nearby residential areas are unable
to discharge their design capacities into the creek. in many
cases, the discharge is reduced to such an extent -that the local
drainage systems back up storm water into the adjacent residential
areas causing extensive water damage to homes and personal belong-..
ings and erosion of property. In several areas of the Village,
storm water has bucked up in streets and yards causing damage at
least once a year for the past four years.
Even people living `outside 'of these areas of annual flooding
are not safe- Commonly, an excessive quantity of storm water`
enters the sanitary sewer system through floor drains in flooded
homes and manholes in flooded streets and parkways. This has
caused damaging sanitary sewer back ups in many homes outside the
actual flooded areas.
The problems just.described can be expected -to become increasingly
frequent and damaging in the foreseeable future. Until the
Illinois Division, of Waterways makes extensive channel improve -

ments on the Buffalo Creek and the Metropolitan Sanitary District
of Greater Chicago plan for a regional retention basin on the
Buffalo Creek upstream of Buffalo Grove becomes a.reality, flood -
ing caused by high water levels will continue to occur. It will
become progressively more serious as the nineteen (19) square
miles of Buffalo Creek - WatersJi,ed upstream of Buffalo- -Grove becomes
urbanized in the coming years Realistically, extensive channel
improvements and a regional retention basin are more than several:,,
years away. At this date, neither the Illinois Division of Water- .
ways nor the Metropolitan; Sanitary District of .Greater. Chicago
has a definite timetable for their proposed ..future improvements.
White Pine Drainage Ditch
one major drainage. system in. Buffalo Grove effected by high cuter

location and watershed) It services a watershed of approximately;
585 acres which is at present fifty (50) percent occupied by zesi, --
dential and commercial developments or new developments under
construction. It is anticipated that. this watershed will be tot
ally developed within the next five years.

exist along the downstream 4600 feet of the White Pine Ditch.

past two years, _ the Village has received petitions and letters
regarding flooding and sanitary back ups from more-than one hundred.
and fifty (150) homeowners in this area, copies of which are
attached. In addition, Village officials have talked to many
others who have suffered damage. It is estimated that twenty
.five (25) percent of the homeowners in and adjacent to this one
hundred and thirty (130) acres drainage area have experienced
flood water or sanitary back.up damage as a result of storm water,
back up in` .the White Pine Ditch.
Upstream of this .residential' area are four hundred and fifty
• five (455) _ acres . of watershed which contribute greatly to the
flooding problem. Until last year this upstream land was less
than twenty .(20) percent developed and storm crater xunoff was re-
stricted by having to travel overland in poorly graded swales
and ditches; however, this runoff still placed an obvious burden
on the lower areas of the White Pine Ditch.

Problems in this low Lying residential area can be expected•to
cget worse because the character of this upstream watershed is
changing rapidly. Presently, forty (40) percent of the area is
occupied or under construction within the Villages of Arlington
Heights and Buffalo Grove. The developments under construction
.-are. ,scheduled to have orn -sate storm ; detention. All-future de-
velopments wi.11.Ae required by this Village and the Metropolitan
Sanitary District's regulations to have on= -site detention. Even
so, the net effect of the rapidly developing area,will place an
increased volume of water into the lower section of -the ditch. _
:Presently, _all oft --site flow from existing developments is. over-----
land to a point thirteen hundred (1300) feet north of Dundee
Road where the lower forty six hundred (4600) feet of the White
Pine Ditch begins. This will. change in the near future. Accord

lineal feet of four lane roadway and adjacent land will drain by
large diameter sLornt sewer directly into the extens!lon of the
11hite Pine Ditch where it meets Dundee Road. The Division of
Highways will not allow any future developments to 'connect to
its storm sewer unless on -site detention is provided. It, how -
e -er, is obligated to accept total runoff from existing develop-
ments that now drain directly into the ditch along ;Dundee Road.
This .Dundee. Road storm sewer is_ going to discharge istorm water.
into the White Pine Ditch at -a much faster rate than now exists,
with overland flow conditions. It is going to aggravate an al
ready serious problem,
POSSIBLE SOLUTIONS
The Village is aware of the potential severity of this situation
acid has investigated three possible solutions to reduce the im-
pact of fu tune developments and the Dundee Road Improvement.
1. Construct a' retention basin at the point where the upstream
four hundred fifty five (455) acres drains into the White
Pine Ditch (Site "A" on, map)
2. Construct a retention basin on a two hundred fourteen (214)
feet by .twelve hundred (1200) feet strip of land along the
White Pine Ditch. (Site "B" on map)
3. Reroute the proposed Dundee Road storm sewer so that it will
bypass the White Pine Ditch and discharge into an existing

drainage ditch on the Arlington Golf Club, where a detention
basin can be built to control final discharge into the Buffalo
Creek.
The following is a discussion of the relative 'merit and feasibility,
of the above .three possible projects.
a. Retention Basin on the Hand Farm. A basin on this site { "A ")•
could have, a gravity discharge and would intercept all runoff
from the upstream four hundred fifty .five acre watershed. This
site ' is outside of the Village corporate limits. :-Village
off .cial -s have talked to.. 'the owner _ of this property regarding
the purchase of this site a number of times during the past
two years As recently as lash November, he said-that it
was-not for sale. The Village is unable to condemn this prop -
erty for this use.
b. Detention Basin-in the -White Pine Strip. The only site avail-
able along the White .Pine Ditch ( "B ") is poorly suited for a
detention -Facility. It is long (1200 feet) very narrow (214
feet) and surrounded by single family homes The ground is
twelve (12) feet higher than the adjacent ditch bottom and
extensive earth excavation would be necessary to achieve a
reasonable amount-of storage. (Ninety thousand (90, 000) cubic.,
yards for th rty'(30) acre feet of storage). Because of the
existing flat grade of the ditch in this area, an adequate
storage volume can be obtained only with a pumped storage
facility. This would increase construction and maintenance
costs. , The Village sought the technical assistance of
John C. Guill.ou, ` Chief Engineer of the Illinois Division of
Waterways, Richard Lanvon, Flood Control.Engineer for the
Metropolitan Sanitary District, and Lee Bridgeman of the
Soil Conservation Service. They expressed the opinion that
in relationship to costs and acreage storage received that.
this is not a.reasonable site for a detention facility.
c. Detention Basin on the Arlington Golf club. This project

sewer and (2) the construction of a detention basin on the
Arlington Golf Club,
The Dundee Road storm sewer would have to be revised so that in.
stead of discharging ninety three hundred (9300) feet of storm' .
sewer into the White Pine Drainage Ditch and sixty eight hundred

(6800) feet of storm sewer onto the Arlington Golf Club Drainage
Ditch, the total 16,1Q0 Feet would bullet onto the -Arlington'
Golf Club. This would essentially reduce the T,rnite Pine Ditch
watershed drainage area from five hundred eighty five (585) to
two hundred seventy (270) acres, thereby eliminating much of the
unstreum burden on the lower section of the ditch -where the
;flood carnage occurs The Division of Highways ` d.rainage engineers.
have recommended the rerouting of this storm sewer as tl-e most
feasible. solution to this drainage problem. This estimated cost 4
for revising the storm s -ewer systeim to handle the , additional
storm water is $120,000.
The Village has had several meetings wit'n the owner of the Arlington
Golf Club, the Illinois Division of Waterways and the Flood Control
Section of the Metropolitan Sanitary .District, to discuss the
feasibility of a detention basin on the golf course. This basin
is necessary to reduce the amount of storm water discharge from
the rerouting of the storm sewer into Buffalo Creek. Without it,
Buffalo Grove would simply be passing additional flooding prob-
lems to its downstream neighbor, the Village of wheeling. As
proposed, the basin would benefit Wheeling by reducing peak run-
offs from this particular area to approximately one -third of that
which wid.l occur under the `Division of. Highways present layout__
for the Dundee Road improvement drainage system (i.e without
-rerouting White-Pine watershed acreage to the Arlington Golf
Club) .
` The proposed basin would be a gravity discharge type with ,a
storage volume of fifty (50) acre -feet and a release rate (tent
ative) of one hundred (100).cubic feet per second. (The storage
and release rate requirements were arrived at after consultation
with the Flood Control Section of the yletropolitan Sanitary
District). It would be located along an existing drainage ditch
where the topography is such that a minimum amount of excavation
is necessary for the storage required. (See attached preliminary
engineering plans.)
The owner of the golf course, Mr. Daniel Taggart, has told the
Village that he does not 'object to the proposed basin so long
as it does not disrupt the layout of the course He has reviewed
the preliminary engineering plans and has tentatively agreed that
construction of the basin along the drainage ditch would not _ad-
versely effect play on the golf course, if adequate crosswalks
are provided.

The need and feasibility of this project has been attested to in
the village meetings with the Illinois Division of waterways
and the Metropolitan Sanitary District. John Guillou of the
Division of Svaterways and Dick Lanyon of the Metropolitan Sanitary
District have both stated that this project is a better solution
to the problem than the only other available alternative ( "'o"
a basin in the White Pine Strip)
The estimated cost of this proposed storm water drainage im-
provement is summarized as follows

On January 26, 1 972 Mx'. Guillou gave tacit approval to the project
by stating that the Division of bvaterways would pay $80,000 toward
this project. The Division of High`,•7ays stated that they may pay
for the additional storm sewer requirement ($120,000) contingent
upon (1) the participation of the Metropolitan Sanitary District
and (2) the engineering .feasibility studies,
The Village has stated it would assume responsibility for the
cost of engineering, the cost of all items not related to flood
control (vehicle bridge and crosswalks) , the cost of a four
hundred (400) feet extension of a :roadway storm sewer along Buffalo
Grove Road and the oOtaining of all necessary_ easements. -Total
estimated Village cost is $60,000.

Alternative "c represents the best available solution to the
serious, flood_ problems that exist in the finite Pine Area of
Buffalo Grove. It has the additional benefit of being an attempt
by the Village to participate in the construction of flood control
facilities that will directly effect the control of water levels
in the Buffalo Creek This basin would be only a small contribution
to the effort, but it would be a first step in 'keeping with the
Village's desire to help solve the large scale problem that exists
on the Buffalo Creek watershed.

is recommended that the Village of Buffalo Grove request the
assistance of the following tilree organizations and offer coop
