1971-003.:WF Ordinance No. 71---cg • CIVIL DEFENSE COtDIISSION BE IT ORDAINED BY THE PRESIDENT AM BOARD OF TRUSTEES OF THE VILUGE OF BUFFALO GROVE, COOK MID LAKE COUNTIES, ILLINOIS. SECTION 1. Ordinance No. 58-7 as amended is hereby further amended in the following respects: Section I (a). There is hereby created the local municipal defense organization, to prevent, minimize, repair and alleviate injury or damage resulting from disaster caused by enemy attack, sabotage or other hostile action, or natural causes in accordance with "The Illinois Defense Act of 1951". Section 1 (b). The Civil Defense organization shall consist of a commission of 5 persons, one of whom shall be the director. The Director shall be appointed by the President by and with the approval of the Board of Trustees. He shall serve for a term of 2 years. The remaining four members of the commission shall be appointed by the Director by and with the approval of the President and Board of Trustees. The terms of said members shall be two years. However, said terms shall be staggered and upon appointment the commissioners shall by lot designate one-half of their number to serve for one year. Vacancies shall be filled by the Director by and with the approval of the President and Board of Trustees. SECTION 2. The director shall have direct responsibility for the organization, administration, training and operation of the civil defense organization, subject to the direction and control of the President as provided by statute. In the event of the absence, resignation, death or inability to serve of the director, the President or any person designated by him, shall be and act as director until a new appointment is made as provided in this Ordinance. Section 12. (Appropriation - Levy of Taxes). The President and Board of Trustees may make an appropriation for civil defense purposes, in the manner provided by law for ordinary expenses and may levy therefor a tax not to exceed five cents per one hundred dollars of the full fair cash value of all taxable property as equalized or assessed by the Department of Revenue. However, the amount collectible under such levy shall in no event exceed twenty-five cents per capita. The annual tax so levied shall be is addition to end in ex.cess of the amount authorized to be levied for general corporate pu' - poses . C SECTION 2. A.11 other provisions of Ordinance No. 58-7 as amended shall remain in full force and effect. SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval according to law.
