ORDINANCE 68
AN ORDINANCE PROVIDING FOR THE REGISTRATION, USE AND
CONTROL OF BICYCLES ON THE ROADWAYS, STREETS AND
SIDEWALKS OF THE VILLAGE OF BUFFALO GROVE, COOK AND
LAKE COUNTIES, ILLINOIS.
NOW, THEREFORE BE IT ORDAINED by the President and Board of Trustees
of the Village of Buffalo Grove, Cook and Lake Counties, Illinois:
SECTION 1. Definition of a bicycle.
A bicycle is hereby defined as a vehicle propelled by
human power having tandem arrangement of wheels either
of which is at least 181' in diameter and /or equipped
with training wheels and is operated upon any sidewalk,
street, business plaza, or upon any public way.
SECTION 2. Applicability of traffic laws.
Every person riding a bicycle upon a roadway shall be
granted all of the rights and shall be subject to all
of the duties applicable to the driver of a vehicle
by laws of this state declaring rules of the road
applicable to the driver of a vehicle except as to
special regulations in.this ordinance and except as to
those provisions of laws and ordinances which by their
nature can have no application.
SECTION 3. Obedience of official traffic devices and signs
Any person operating a bicycle shall obey the in-
structions of official traffic signals, signs and
markings unless otherwise directed by a police officer.
SECTION 4. Manner of riding.
(a) Any person operating a bicycle shall not ride other
than upon or astride the permanent and regular seat
attached thereto, nor carry any other person upon
such bicycle other than upon a firmly attached and
regular seat.
(b) No bicycle shall be used to carry more persons at one
time than the number for which it is designed and equipped.
SECTION 5. Regulations for operation of bicycles-_generally.
It shall be unlawful for any person to operate a bicycle
in any of the following described manners or any of the
following enumerated conditions.
(1) At a speed greater than is reasonable and prudent
under conditions then existing.
(2) By attaching the bicycle or the rider in any manner
to any bus or vehicle upon the streets or highways
while being operated.

(3) By towing or drawing any person behind a
bicycle on a street or highway.
SECTION 6. Equipment required.
(a)Every bicycle when in use at nighttime shall be
equipped with a lamp on the front which shall emit a white
light visible from a distance of at least three hundred
feet to the front and with a red reflector on the
rear which shall be visible from all distances of two
hundred feet to the rear when directly in front of
lawful upper beams of head lamps on a motor vehicle.
A lamp emitting a red light visible from a distance of
three hundred feet to the rear may be used in addition
to the red reflector.
(b) Every bicycle shall be equipped with a good and
adequate brake.
SECTION 7.
Bicycle registration.
All bicycles will be registered:.:with the Police
Department.
SECTION 8.
Penalties.
Any person found guilty of violating any provision of
this ordinance shall be punished by a fine of not
less than $5.00 nor more than $500.00 and /or the
impounding of the bicycle at a place designated by the
Police Department.
SECTION 9.
All ordinances and parts thereof in conflict with the
provisions of this Ordinance are hereby repealed.
SECTION 10.
This ordinance shall be in full force and effect from
and after its passage, approval and publication as
required by law.
