PROVIDING FOR THE REGISTRATION OF PLUMBERS AND REGULATING THE
INSTALLATION, ALTERATION, SUPERVISION AND INSPECTION OF PLUMING
IN THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS:,
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS:
ARTICLE I
Section 1. Definitions, For the purposes of this
Ordinance, the following terms or words shall have the meaning
indicated in this section. The definitions as contained in
this section shall take precedence over any other accepted
meaning including those contained in any reference material
referred to in this ordinance.
(1) Plumbing. Plumbing is the practice, materials,
and fixtures used in the installation, maintenance, extension,
and alteration of all piping, fixtures, appliances, and appur-
tenances in connection with any of the following: Sanitary
drainage or storm drainage facilities, the venting system and
public or private water - supply systems, natural gas or L.P.
gas piping, within or adjacent to any building, structure, or
conveyance; also the practice and materials -used in the
installation, maintenance, extension, or alteration of storm -
water, liquid waste, or sewerage, and water supply systems of
any premises to their connection with any point of public
disposal or other acceptable terminal.

ARTICLE I
Section 1. Definitions, For the purposes of this
Ordinance, the following terms or words shall have the meaning
indicated in this section. The definitions as contained in
this section shall take precedence over any other accepted
meaning including those contained in any reference material
referred to in this ordinance.
(1) Plumbing. Plumbing is the practice, materials,
and fixtures used in the installation, maintenance, extension,
and alteration of all piping, fixtures, appliances, and appur-
tenances in connection with any of the following: Sanitary
drainage or storm drainage facilities, the venting system and
public or private water - supply systems, natural gas or L.P.
gas piping, within or adjacent to any building, structure, or
conveyance; also the practice and materials -used in the
installation, maintenance, extension, or alteration of storm -
water, liquid waste, or sewerage, and water supply systems of
any premises to their connection with any point of public
disposal or other acceptable terminal.
-2) Plumbing Fixtures. Plumbing fixtures are
installed receptacles, devices, or appliances which are supplied
with water or which receive or discharge liquids or liquid -borne
waste, with or without discharge into the drainage system with
which they may be directly or indirectly connected.
(3) Plumbing System. The plumbing system includes
the water - supply and distribution pipes; plumbing fixtures and
traps; soil, waste and vent pipes; building drains including
their respective connections, devices, and appurtenances within
the property lines of the premises, and water - treating or water -
using equipment.
ARTICLE II
Section 1. The Illinois State Plumbing Code as
hereinafter amended is hereby adopted by reference and is a
part of this Ordinance. Any part of the State Code which may
be in conflict with any part of this ordinance is hereby
amended and superseded.
ARTICLE III
Conformity to State License Law is required. No
person shall hereafter engage in the business of plumbing
in the Village of Buffalo Grove either as a plumbing contractor,
employing plumber, or journeyman plumber who shall not comply
with the license requirement of the Plumbing License Law of
the State of Illinois.
ARTICLE IV
Section 1. Administrative Authority. The administra-

tive authority hereby designated to administer and enforce this
Ordinance shall be the Building Commissioner.
ARTICLE V
Section 1. Registration of plumbing contractors,
employing plumbers and self - employed journeyman plumbers. Every
plumbing contractor, employing plumber, and self - employed
journeyman plumber engaging in the business of plumbing in
the Village of Buffalo Grove shall cause his name, residence,
and his place of business to be registered with the Building
Commissioner of the Village of Buffalo Grove. In addition,
such persons shall give a bond to the Village of Buffalo Grove
in the amount of hive Thousand ($5,000.00) Dollars conditioned
on observing all ordinances, faithfully performing duties
required by ordinances, rules and regulations and saving,
keeping harmless and indemnifying the Village from all actions,
suits, costs, damages and expenses, including attorney's fees
which may at any time happen to the Village or for or on
account of any injury or damage received or sustained by it
or any person. Bond shall be renewed annually or oftener in
event of impairment of surety. The surety shall be approved
by Building Commissioner and bond filed with the Village Clerk.
Any firm which shall employ plumbers in their business who are
not licensed under the Plumbing License Law of the State of
Illinois, shall have their Certificate of Registration revoked,
and no new Certificate of Registration shall be issued to such

firm for a period of one year after such revocation. Such firm
shall be entitled to a hearing prior to such revocation, before
the President and Board of Trustee; and to a notice of such
hearing given by registered mail at least ten (10) days prior
to such hearing; such notice to be addressed to the business
address last registered by said firm.
Section 2. The Village Clerk shall issue a certificate
showing registration hereunder in compliance with this ordinance
upon payment of a fee of Fifteen ($15.00) Dollars.
ARTICLE VI
Section 1. Plumbing Permits. No plumbing shall be
installed, altered or changed in any building or structure
within the corporate limits of the Village of Buffalo Grove
until a permit for such installation, alteration, or change
shall have been obtained from the Village Clerk. Said permit
shall be issued only to a plumbing contractor, employing
plumber, or self - employed journeyman plumber registered and
bonded under Section 6 of this Ordinance, or such other person
as specified in paragraph 14.17.11, of the Illinois State
Plumbing Code. Applications for a permit shall be in accordance
with Section 14.17.2 of the Illinois State Plumbing Code. After
the permit shall have been issued by the Village Clerk no
change or modification in the plans or specifications shall be
made unless such change shall first have been submitted to the
Building Commissioner and approved.

ARTICLE VII
Section 1. Fees for Permits for Additions, Alterations
and Repairs. The Village Clerk shall collect the following fees
for permits issued# which said fees shall be paid prior to the

ARTICLE VIII
Section 1. Notification to Plumbing Inspector. The
Building Commissioner shall be notified by the firm or the
person doing the work when any plumbing work is begun and when

it is ready for inspection. All work shall be left uncovered
and convenient for examination until inspected and approved.

The Building Commissioner shall examine the work within one/ day, when
possible,
after receipt of notice that the work is ready for inspection.
All plumbing must be tested in accordance with Chapter 14 of
the Illinois State Plumbing Code as amended by Buffalo Grove
in the presence of the Building Commissioner and all defective
materials and work replaced and corrected. Upon satisfactory
completion of the work the Building Commissioner shall issue a
Certificate of Approval.
ARTICLE IX
Section 1. The Illinois State Plumbing Code of July,
1959 as revised is hereby amended by reference in the manner
following:
Paragraph 2.17.1 Building drains not protected
from freezing shall be installed at below the minimum depth
of 42 inches below finished grade.
Paragraph 2.17.2 Water service piping shall be
installed below the recorded frost penetration at below the
minimum depth of 42 inches below finished grade.
Paragraph 3.7.1 PERIODIC REVIEW The administra-
tive authority may periodically review the approved list of
specifications and standards for materials in Table 3.8 and
in Chapter 7, "Plumbing Fixtures," to check the designations,

numbers, etc., which are used for irdentification, and if there are
later issues shall submit them for their legal adoption.
NOTE: All standards and specifications for materials are subject
to change. Designations carrying indications of the year of
issue may thus become obsolete. Table 3.8 gives the final desig-
nations of standards current at the time this code is printed.
Paragraph 6.2.1 COMMERCIAL BUILDINGS A grease inter-
ceptor shall be installed in the waste line leading from sinks,
drains, or other fixtures in the following establishments: res-
taurants, hotel kitchens or bars, factory cafeterias or restau-
rants, clubs, or other establishments where grease can be intro-
duced into the drainage system in quantities that can affect
line stoppage or hinder sewage disposal.
Paragraph 6.3.1 An oil separator shall be installed
in the drainage system of service stations and /or public garages
and in the drainage system or section of the system where, in the
opinion of the administrative authority, a hazard exists or where
oils or other flammables can be introduced or admitted into the
drainage system by accident or otherwise.
Paragraph 7.11.3 DIMENSIONS Shower compartments shall
be not less than 30 inches in the shortest dimension.
Paragraph 10.12.7 SHUT -OFF VALVE AT METER The shut -off
valve at the inlet side of the water meter shall be not less in
size than the size of the building water service and shall be of

the gate type with suitable drainage provisions.
Paragraph 11.2.2A Paragraph 11 }2.2A is hereby repealed.
Paragraph 11.2.6 PROTECTION OF PIPES Trench bottoms
shall be hand- trimmed to ,grade with provision for bedding of the
pipe throughout its entire length. Adequate excavations shall be
made to accomodate the bells or couplings to prevent unnecessary
stress in the pipe. Joints shall be made waterproof and rotproof
and shall be made in accordance with the requirements contained in-
Chapter 4. Trenches shall be backfilled and compacted to a
distance of at least 18 inches above the top of the pipe with
hand tools prior to the use of mechanical equipment for backfilling.
No sewer or house service shall be back - filled prior to inspection
by the appropriate village inspector. Twenty -four hour notice
shall be given prior to the required inspection(s).
Paragraph 11.5.2 Minimum Size of Building Drain, Hori-
zontal Branch, or Vertical Soil Stack. The minimum allowable size
of any building drain, horizontal branch, or vertical soil or
waste stack serving one or more water closets shall be three (3)
inches if copper or four (4) inches if cast iron.
Paragraph 13.5.2 Paragraph 13.5.2 is hereby repealed.
Paragraph 14.8.1 TESTING The piping of the plumbing,
drainage and venting systems shall be tested with water or air
prior to setting the fixtures. After the plumbing fixtures have
been set and their traps filled with water, the entire drainage
system may be submitted to a final test. The Administrative

ARTICLE X
Penalties for Violations of this Ordinance.
Section 1.
Any person who shall engage in the
business of plumbing as a journeyman plumber, plumbing con-
tractor, or employing plumber in the Village of Buffalo Grove
without having obtained a license from the State of Illinois
as provided herein and /or any such person who shall not be
registered as provided in this Ordinance, shall, upon conviction
thereof, be fined not less than $5.00 nor more than $50.00 for
each time that he shall so engage in the business of plumbing
in violation of this Ordinance.
Section 2. Any person who shall have not obtained
the permit required by this Ordinance prior to the commencement
of any plumbing work shall, upon conviction, be fined not less
than $10.00 nor more than $200.00 for each offense.
Section 3. Any person who shall refuse or neglect
to obey any order of the Building Commissioner to correct or
remove a nuisance existing by reason of unsanitary plumbing or

plumbing installed in violation of this ordinance shall, upon
conviction of such offense, be fined not less than $5.00 nor more
than $200.00 for each offense. Each day that such nuisance shall
continue to exist after the expiration of the time fixed by the
Building Commissioner for the removal thereof shall constitute
a separate offense.
ARTICLE XI
Section 1. Effect of unconstitutionality of any
provision of this ordinance. If any section, paragraph, provi-
sion or sentence of this ordinance shall be unconstitutional
or otherwise invalid, such invalidity shall not affect the
validity of any other Section, paragraph, provision or
sentence of this ordinance.
ARTICLE XII
Section 1. Effective date. This ordinance shall take
effect immediately upon the completion of the minimum time
provided by law from and after its passage, recordation and
publication.

ture within the corporate limits of the Village of Buffalo
Grove until a permit for such installation, alteration,
or change shall have been obtained from the Village
Clerk. Said permit shall be issued only to a plumbing
contractor, employing plumber, or self- employed jour-
neyman plumber registered and bonded under Section
6•of this Ordinance, or such other person as specified
in paragraph 14.17.1b of the Illinois State Plumbing
Code. Applications for a permit shall be in accordance
with Section 14.17.2 of the Illinois State Plumbing Code.
After the permit shall have been issued by the Village
Clerk no change or modification in the plans or speci-
fications shall be made unless such change shall first
have been submitted to the Building Commissioner and'
approved.
SECTION 1. The Illinois State Plumbing Code as

ARTICLE XII
