GARBAGE and RUBBISH
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILIAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS.
SECTION 1. DEFINITIONS
The following definitions shall apply in the inter-
pretation and enforcement of this ordinance.
GARBAGE. The word "garbage" shall mean any rejected or waste
household food, offal, swill or carrion and every
accumulation of animal, fruit or vegetable matter
that attends the preparation, use, cooking and
dealing in, or storage of meats, fish., fowl, fruits
or Vegetables and any other matter of any nature,
which is subject to decay, putrefaction and the
generation of noxious or offensive gases or odor,
or which during or after decay may serve as a
breeding or feeding material for flies or other
germ- carrying insects.
WASTE. The word "waste" shall mean any or all of the following:
garbage, refuse, ashes, tin cans, bottles, cartons,
books, newspapers, boxes and other household trash,
including discarded household furniture, furnishings,
fixtures and appliances of all kinds, manure, dead ani

mals or parts thereof, trees, tree branches, tree roots,
tree trunks, brush, shrubs, glass clippings, plant
stalks and leaves.
WASTE
CONTAINER. The term 'waste container" shall mean a can of gal-
vanized ironkor noncorrodible metal rodentproof and
flyproof, durable and leakproof, of the type commonly
sold as a garbage can, of a suitable gauge and con-
struction to insure durability, with suitable handles
on can and lid, and of a capacity of not less than
ten gallons and not more than thirty gallons.
WASTE
DISPOSAL
CONTRACTOR. The term "waste disposal contractor" shall mean
the contractor with whom the village has contracted
for the removal of waste from all residential premises.
WASTE DIS-
POSAL FIRM. The term to waste disposal firm" shall mean any
person engaged in the business of removal and dis-
posal of waste as defined herein.
PARKWAY. For the purpose of this ordinance, a parkway is de-
fined as that portion between the sidewalk and the
curb line of any street.
SECTION 11. RAGPICKERS and COLLECTORS
No person unless licensed shall be permitted to get or
collect or remove from any street, alley or other public places
in the village any garbage, refuse, ashes, manure or miscella-

nevus waste, as defined in section l of this Ordinance, which
shall also include without limitation waste paper, rags, card-
board, metal, brass and any.similar refuse, or to interfere
with or disturb any of the receptacles for garbage or other
refuse provided for by this chapter, or to remove therefrom
any of the contents thereof.
SECTION 1-11. ACCUMULATION - FREQUENCY OF REMOVAL
(a) All waste from dwelling units containing three or
less family dwelling units, shall, at the owner or occupants
expense; be collected and disposed of, at least once every
seven days.
(b) The owners or occupants of structures containing,
hotels, restaurants, taverns, stores, markets and dwelling
units containing three or more apartments, shall at their
own expense, collect and dispose of their own waste in such
a manner as shall be approved from time to time by the Presi-
dent and Board of Trustees.
SECTION 1V. WASTE CONTAINERS
(a) No one shall permit any waste to accumulate on his
premises except in covered containers as provided herein. Said
containers shall be sufficient in size and number to hold not
less than one weeks accumulation of normal waste.
(b) All waste containers shall be as defined in Section
1 hereof. Containers shall be fitted with close fitting covers
which shall be kept in place at all times. Filthy, leaky, or
defective containers shall be promptly cleaned, repaired and /or

replaced with new ones.
SECTION V. GARBAGE TO BE DRAINED AND WRAPPED
It shall be the duty of every person in possession of
any premises to cause all garbage brought on or produced on the
premises to be thoroughly drained of all surplus liquid, securely
wrapped in paper or packed in a covered box or carton of such
dimensions as will permit its free passage into and out of the
waste container, and finally deposited, after such wrapping in
such waste container, as soon as practicable after the same is
produced or brought therein or thereon.
SECTION VI. WASTE MATERIALS TO BE WRAPPED
Materials of every character shall be securely wrapped
or bound in such manner as may be necessary to prevent the
scattering of same by the wind and shall be deposited in a
waste container or otherwise deposited as prescribed herein.
All waste of a size or nature which renders it unsuit-
able for deposit in waste containers shall be placed on the
ground at the designated pickup point in neat and orderly
bundles or stacks not to exceed fifty pounds in weight or one
foot six inches by four feet in size.
SECTION VII. LOCATION OF CONTAINERS
(a) Containers shall be placed for collection in the
parkway at the curbline in front of the premises on a designated
street day and shall be set out not earlier than the night be-
fore collection. Containers shall be removed from the parkway

twenty four hours after collection.

(b) The keeping or storing of any containers on any
street, alley, park, parkway or public place is prohibited.
SECTION VIII. COLLECTION AND DISPOSAL BY LICENSED FIRMS
All waste, including garden and tree trash, tree trunks
and tree roots and other materials shall be collected and disposed
of only by a duly licensed waste disposal firm, and shall not
be collected or disposed of in any other manner except by
building and other contractors who are removing waste resulting
from work done by such builder or contractor. All waste shall
be collected and removed at least once every seven days or
more frequently if necessary to protect the health and safety
of the inhabitant.
SECTION IX. BURNING, DUMPING OR DISPOSAL
No garbage shall be burned, dumped, or buried within
the Village limits.
SECTION X. DISPOSAL OF WASTES OTHER THAN BY COLLECTION
(a) Notwithstanding any other provisions of this ordi-
nance dead leaves and other wastes from any vegetation may be
burned upon the lot or parcel of ground upon which such waste
has accumulated, provided burning is not on any public ground,
if proper precautions are taken to prevent the spread of fire,
and provided that there is a person over sixteen years of age
assigned to watch such fire at all times, and provided further
that no nuisance is created bysuch fire.
(b) Garbage and other combustible wastes may be dis-
posed of within the building where it is accumulated or within

a closed building accessory thereto situated on the same pre-
mises, by complete incineration of such garbage or waste in
such manner as to create no noxious odors, smoke or other nuisance,
or by grinding or shredding such waste finely and disposing of
it through pipes leading to a public sanitary sewer. All gar-
bage or combustible matter disposed of in pipes leading to a
public sanitary sewer shall have been ground or shredded to
such a degree that all particles are carried freely under the
flow conditions normally prevailing in the sewers into which
such is deposited, with no particle greater than one -half
inch in any dimension. All incinerators or grinders used for
such disposal of wastes shall be approved by the superintendent
of public works.
(c) Grass clippings, leaves and tree trimmings shall
not be deposited in any street, alley, parkway, or other public
place.
SECTION XI. LICENSE FOR PRIVATE WASTE DISPOSAL
No person, operating as a waste disposal firm or
otherwise, unless contracting directly with the village as
its waste disposal contractor, or except as otherwise provided
in this Ordinance, shall remove waste from any premises in the
village or transport waste through the streets, alleys, parkways,
or public ways of the village, or dump, incinerate or in any
other manner dispose of waste originating in the limits of the
village, or contract for or permit himself or itself to be em-
ployed or engaged for any such removal, transportation or dispo-
sal, without first having secured a license for performing
such waste disposal service from the village clerk, evidencing
the payment to the village of the following annual license fee:

Fort, waste collection and disposal service to commercial
and industrial establishments and to premises with more than
three family units - -- $50.00 per year; for premises with three
or less family units - -- $25.00 per year.
SECTION XII. SAME
Before issuing the license required by the preceding
section, the clerk shall require the execution of an application
form., to be furnished'by him, showing the name of the person
to be licensed, or in the case of a corporation, the names of
the principal officers, together with the business and home
addresses, and telephone numbers, of each such person; descrip-
tion of the equipment to be used in such collection, transpor-
tation and disposal; the list by name and address of person,
firm or corporation for whom such removal is made; the specifi-
cations of the :vehicle in which the waste is to be transported;
the site location of and the manner in which the ultimate dispo-
sition of the waste is to be accomplished.
All licenses required under this Ordinance shall be
due on the first day of May of each year and shall expire on the
30th day of April following the date of issuance, and when issued
for a period of less than one year the fee to be paid shall be a
proportionate part of the fee fixed by this chapter, provided
that no fee shall be less than one -half of the annual fee.

SECTION XIII. MANNER OF TRANSPORTATION
No person shall transport waste, or cause waste to be
transported, over the streets or other public ways in the
village, unless such waste being transported is entirely and
securely covered; garbage shall not be transported over or
along the streets of the village or other public property
thereof, except in a liquid -tight bed.
SECTION XIV. COLLECTION OF FEES
All fees due authorized waste contractor shall be
collected directly by the contractor.
SECTION XV. SEPARABILITY
Should any provision of this ordinance be held invalid,
the same shall not effect the validity of any other provision.
The provisions hereof shall be deemed separable.
SECTION XVI. PENALTY
Any person, firm, or corporation violating any provision
of this ordinance shall be fined not less than $2.00 nor more
than $200.00 for each offense, and a separate offense shall
be deemed committed on each day during or which a violation
occurs or continues.
SECTION XVII. EFFECTIVE DATE
This ordinance shall be in full force and effect from
and after its passage,approval,and publication according to law.

shall have been ground or shredded to such a degree
that all particles are carried freely unde r the flow
conditions normally prevailing in the sewers into which
such is deposited, with no particle greater than one -
half inch in any dimension. All incinerators or.grindera
used for such disposal of, wastes shall be approved
by the superintendent of public works.
(c) Grass clippings, leaves and tree trimmings shall
not be deaposited in any street, alley, parkway, or other

SECTION XI. LICENSE FOR PRIVATE WASTE DISPOSAL
No person, operating as a waste disposal firm or
otherwise, unless contracting directly with the village
as its waste disposal contractor, or except as otherwise
provided in this Ordinance, shall remove waste from
any premises in the village or transport waste through
the streets, alleys, parkways, or public was of the
village, or dump, incinerate or in any other manner
