1958-011 PEDDLER'S AND SOLICITOR'S ORDINANCE 06-24-1958• • ORDINA14CE No. 0 -58 -11 BE IT ORDAINED by the President and Board of Trustees of the Village of Buffalo Grove, Illinois, that: PEDDLERS AND SOLICITORS ARTICLE I. PEDDLERS 101 License required.) It shall be unlawful for any person, firm or corporation to engage in the business of hawker or peddler in the village without hav in g first obtained a license as herein provided. The fee for a peddler or hawker using a cart, auto or any other vehicle, for a yearly license shall be twenty - five dollars for each cart or other vehicle; five dollars for each cart or other vehicle for a daily license. The fee for peddlers and hawkers not using any vehicle shall be fifteen dol- lars for a yearly license and two dollars for a daily license. 102 Applications.) Applications for peddlers and hawkers li- censes shall be made to the village clerk, and shall state there- on the number of vehicles, if any, intended to be operated; the kind of articles or merchandise to be peddled; and a permanent ad- dress of the peddler. No license shall be issued without the pay- ment of the fee provided for in the preceding sections. 103 Fraud.) Any licensed peddler or hawker who shall be guilty. of any fraud, cheating or misrepresentati6n, whether through him- self or through an employee, while acting as a peddler in the village; or who shall barter, or sell or peddle any goods, wares or merchandise other than those specified in his application for license, shall be fined not less than five dollars nor more than one hundred dollars for each offense and the president may revoke such peddler's or hawker's license. 104 Penalty.) Any person, firm or corporation violating any provision of this articlashall be fined not less than one dollar nor more than one hundred dollars for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. Article II. Solicitors 201 Registration required.) It shall be unlawful for any person to engage in business as a canvasser or soll6itor, calling at residences without the previous consent of the occupant for the purpose of soliciting orders, sales, sub- scriptions, or business of any kind, or seeking for information or donations without first having registered in the office of the village clerk. The registrant shall give his complete identification, his signature, the name of his employer, the nature of the products or services in which he is interested,' the names of the manufacturers of such products, or of the organization which he is representing, and the proposed method of operation in the village. 202 Fee.) Each registrant shall pay.to the village clerk a registration fee of two dollars ($2.00) for a period of one year; said year shall expire on the 30th day of April of each year. 20 Certificate.) Each applicant who shows evidence of good character and who pays the fee provided for herein shall be furnished a certificate indicating that he or she has registered and showing the dates covered by such registration. Each person shall at all times while soliciting or canvassing in the village carry upon his person the registration certificate and the same shall be exhibited by such registrant" whenever he is required to do so by any police officer or by. any person solicited. 204 Exceptions.) The provisions of this article shall not apply to officers or employees of the village, county, state or federal government, or any subdivision thereof, when on, official business. 2_ 5_ Revocation.) Any such registration may be revoked by the President because of any violation by the registrant of this article or of any other ordinance of the village., or of. any State or Federal law, or whenever the registrant shall - cease to possess the qualifications and character required in this article for the original registration. 206 Penalty.) STATE OF ILLINOIS ) SS COUNTY OF COOK ) AFFIDAVIT OF POSTING The undersigned, JOSEPH L. DAVERO, being first duly sworn, deposes and says: That at the instruction of Paula D. Clohesey, Village Clerk, he posted a copy of the attached ordinance No. 0 -58 -i1 in three (3) prominent places in the Village of Buffalo Grove, to -wit: 1. The office of Buffalo Grove Home Builders, Inc. and U. S. Post Office Sub- Station. 2. On the tele phone pole at the corner of St. Mary's Parkway and Buffalo Grove Road. 3. On the telephone pole at the west end of Crestview Terrace. That said notices were posted on the 24th day of June, 1958. SUBSCRIBED AND SWORN TO before me this 24th day of June, A.D., 1958.
