GRANTING VARIATIONS FROM CERTAIN SECTIONS
OF THE BUFFALO GROVE SIGN CODE
Speedway at 201 Milwaukee Avenue
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the real property ( "Property ") hereinafter legally described is zoned in the
B -3 Planned Business Center District and is commonly known as 201 Milwaukee Avenue,
Buffalo Grove, Illinois; and
WHEREAS, request was made by Integrity Sign Company on behalf of Speedway, LLC
( "Petitioner "), for variance of the Village's Sign Code, Section 14.16.030, pertaining to Business
Districts; Section 14.16.060, pertaining to Ground Signs; Section 14.20.070, pertaining to
Electronic Message Signs; and Section 14.20.080, pertaining to Manual Changeable Copy Signs,
for the purpose of installing a ground sign that would exceed the maximum permitted height; to
allow the digital display sign area to exceed the maximum permitted size; to allow the total sign
area to exceed the maximum permitted size; to allow the LED price digits to exceed the
maximum permitted height; to allow LED price digits other than for fuel products; to allow the
ground sign to be located within two hundred fifty (250) feet of an existing ground sign located
on the same side of the street; and to allow a manual changeable copy reader board for
Speedway, LLC located at 201 Milwaukee Avenue, Buffalo Grove; and
WHEREAS, the Zoning Board of Appeals held a public hearing at which it received
testimony on the requested variations; and
WHEREAS, the Zoning Board of Appeals made certain findings of fact, made a positive
recommendation for the variations, and prepared minutes of the public hearing; and

WHEREAS, the Corporate Authorities hereby determine and find that the requested sign
variations are in harmony with the general purpose and intent of the Sign Code (Title 14 of the
Buffalo Grove Municipal Code), and that (1) the requirements of the Sign Code would cause
undue and unnecessary hardship to the sign user due to the unique or unusual conditions
pertaining to the property, (2) the granting of the requested variances will not be materially
detrimental to the property owners in the vicinity, (3) the unusual conditions applying to the
specific property do not apply generally to other properties in the Village, and (4) the granting of
the variances will not be contrary to the general objectives of the Sign Code of moderating the
size, number and obtrusive placement of signs and the reduction of clutter.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
Section 1. The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities and made a part hereof.
Section 2. Variations are hereby granted to Sections 14.16.030, 14.16.060, 14.20.070
and 14.20.080 of the Village Sign Code (Title 14 of the Buffalo Grove Municipal Code) for the
purpose of installing a ground sign that would exceed the maximum permitted height; to allow
the digital display sign area to exceed the maximum permitted size; to allow the total sign area to
exceed the maximum permitted size; to allow the LED price digits to exceed the maximum
permitted height; and to allow the ground sign to be located within two hundred fifty (250) feet
of an existing ground sign located on the same side of the street for Speedway LLC for the
Property located at 201 Milwaukee Avenue, Buffalo Grove which is legally defined as follows:
Parcel I - Lots 21 and 22 in Block 3 in Unit No. 2 of Columbian Gardens, being a
Subdivision in Section 35, Township 43 north, Range 11, east of the Third Principal
Meridian, according to the Plat thereof, recorded July 10, 1926 as Document 282352, in
Book "P" of Plats, Page 92, in Lake County, Illinois.

Parcel II — The westerly '/z of the alley easterly and adjoining Lot 21 in Block 3, and the
easterly %2 of the alley westerly and adjoining Lot 22 in Block 3, all in Unit No. 2 of
Columbian Garden aforesaid, vacated by the instrument recorded April 3, 1978 as
Document 1907357 in Lake County, Illinois.
Section 3. The variations are subject to the following conditions:
1. The Village Engineer's memorandums dated August 30, 2013 and
September 11, 2013;
2. The Appearance Review Team minutes dated September 4, 2013;
3. The sign is to be installed pursuant to sign drawing Option 3 dated
September 10, 2013 as depicted on Exhibit "G" with the overall height not
to exceed eighteen feet six inches (18'6 "). The bottom of the lowest panel
to be six feet (6') above grade. The third price panel is to be used for fuel
pricing only;
4. Subject to approval of a landscaping plan by the Village; and
5. The existing billboard sign is to be removed within seventy two (72) hours
of the new sign being installed and functional.
Section 4. This Ordinance shall be in full force and effect from and after its passage, and
approval. This Ordinance shall not be codified.
