2009-032ORDINANCE NO. 2009- 32 • AN ORDINANCE APPROVING A LETTER OF AGREEMENT BETWEEN THE VILLAGE OF BUFFALO GROVE AND THE BUFFALO GROVE PROFFESSIONAL FIREFIGHTER/PARAMEDIC ASSOCIATION WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the Provisions of the Constitution of the State of Illinois of 1970; and WHERAS, in accordance with the Illinois Public Labor Relations Act, the Village of Buffalo Grove entered into good faith collective bargaining and has thus reached an agreement with the Buffalo Grove Professional Firefighter/Paramedic Association, Local 3177, IAFF, AFL -CIO, CLC concerning wages and benefits for the year commencing May 1, 2009 and concluding April 30, 2010. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that: Sectionl. The President and the Board of Trustees hereby accept the terms of the attached Letter of Agreement. Section 2. The Village Manager is authorized to enter into the Letter of Agreement with the Buffalo Grove Professional Firefighter/Paramedic Association, Local 3177, IAFF, AFL -CIO, CLC. Section 3. This Ordinance shall be in full force and effect from and after its passage and approval. This Ordinance shall not be codified. Village President ATTEST: Village Cl Side Letter of Agreement Between The Village of Buffalo Grove and The Buffalo Grove Professional Firefighter/Paramedic Association, Local 3177, IAFF. Representatives from the Village of Buffalo Grove ("Village ") and the Buffalo.. Grove Professional Firefighter/Paramedic Association ( "Union") have met and reached agreement on this Side Letter of Agreement to the Collective Bargaining Agreement ( "CBA") between the parties dated May 1, 2008 through April 30, 2013 which modifies Article VI, Section 6.1- Salaries and Article VI, Section 6.3 - Overtime. The parties agree to amend the existing language contained within Article VI, Section 6.1- Salaries and Article VI, Section 6.3 - Overtime of the CBA as follows- Article-VI, Section 6.1- Salaries WAGES — Effective: May 1. 2009 A. Firefighter/Paramedic (3.50% Increase): 1. The minimum and entrance salary at Step 402 as delineated in the Village of Buffalo Grove's Municipal Classification and Pay Plan, or $56,097.60; and, 2. The maximum salary, exclusive of overtime pay shall be at Step 480 or $82,775.68. B. Fire Lieutenant/Paramedic (3.50% Increase): 1. The minimum and entrance salary at Step 435 as delineated in the Village of Buffalo Grove's Municipal Classification and Pay Plan, or $66,133.60; and, 2. The maximum salary exclusive of overtime pay shall be at Step 513 or $97,585.28. C. Fire Lieutenant/Non- Paramedic (3.50% Increase): 1. The minimum and entrance salary at Step 431 as delineated in the Village of Buffalo Grove's Municipal Classification and Pay Plan, or $64,827.36; and, 2. The maximum salary exclusive of overtime pay shall be at Step 509 or $95,657.12. Step Plan Illustration Firefighter/Paramedic — Effective: May 1, 2009 Starting pay: Pay after first compete year of employment: Pay after second complete year of employment: Pay after third compete year of employment: Pay after fourth complete year of employment: Pay after five or more complete years of employment: 0 $56,097.60 (Step 402) $60,455.20 (Step 417) $65,151.84 (Step 432) $70,564.00 (Step 448) $76,425.44 (Step 464) $82,775.68 (Step 480) Fire Lieutenant/Paramedic — Effective: May 1. 2009 Starting pay (newly promoted): $87,008.48 (Step 490) Pay after first complete year of employment. $92,374.88 (Step 502) Pay after two or more complete years of employment: $97,585.28 (Step 513) Fire Lieutenant/Non- Paramedic — Effective: May 1, 2009 Starting pay (newly promoted): $85,290.40 (Step 486) Pay after first complete year of employment: $90,550.72 (Step 498) Pay after two or more complete years of employment: $95,657.12 (Step 509) Fire Lieutenants included within this pay range are those employees covered under this Agreement that maintain the following: paramedic or EMT -B certification(s) as of May 17, 2000. Subsequent to that date, employees promoted;to this position shall maintain paramedic certification during any probationary.period. Current Paramedic Lieutenants wishing to decertify shall decertify to a CPR/Basic First Aid status (Non - Paramedic). It is further agreed that if the Highland Park Fire Department reaches final agreement with respect to the May 1, 2009 through April 30, 2010 wages of their Firefighter/Paramedics and Fire Lieutenants prior to April 30, 2010, parties agree to meet for the purpose of determining Highland Park's new position among the Village's comparables. If parties establish that the wages for Firefighter/Paramedic and Fire Lieutenant in Highland Park are greater than those of comparable positions in the Village, the difference will be paid retroactively to all effected employees in conformance with parties agreement to place the maximum base pay for positions within the bargaining unit at the closest 1 /2% step above the third highest agreed upon comparable community prior to the Village position being included. If Highland Park does not reach final agreement on the May 1, 2009 through April 30, 2010 wages of their Firefighter/Paramedies and Fire Lieutenants prior to April 30, 2010, it is agreed that no wage adjustment will be made. Article VI, Section 6.3 - Overtime Effective January 1, 2010, bargaining unit members who begin and physically work their assigned 24 hour shift on any of the 9 holidays observed by the Village will receive an additional 8 hours of straight pay for those holidays. These employees will be paid 8 hours for each 24 hour period they physically work. No pay will be received if the scheduled employee, is on a Scheduled Day Off (SDO), is on a trade day, or is off duty on sick or other leave.
