GRANTING A VARIANCE FROM SECTIONS
14.20.030, 14.20.070 and 14.20.130
OF THE BUFFALO GROVE SIGN CODE
Arlington Toyota, 935 W. Dundee Road
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and
WHEREAS, Babcock Advertising, on behalf of Arlington Toyota, the owner of the
property commonly known as 935 W. Dundee Road, and hereinafter legally described, has
requested variations from Section 14.20.030, pertaining to Business Districts, Section
14.20.070, pertaining to ground signs and Section 14.20.130 pertaining to directional
signs, of the Village's Sign Code for the purpose of installing more than one ground sign
that would be located closer than two hundred fifty feet from an existing ground sign on the
same side of the street; to install a ground sign that would project into the required setback
area; to install more than one directional sign; and to install directional signs that would
exceed four feet in height and twelve square feet of copy area; and
WHEREAS, the Zoning Board of Appeals has held a public hearing, received
testimony, prepared minutes, made certain findings and conclusions, and has made an
affirmative recommendation on said request for variations; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby
determine and find that said variations are in harmony with the general purpose and intent
of Title 14, Sign Code, of the Buffalo Grove Municipal Code, and that (1) the ordinance in
question would cause undue and unnecessary hardship to the sign user because of unique or
unusual conditions pertaining to the property, (2) the granting of the requested variances
will not be materially detrimental to the property owners in the vicinity, (3) the unusual
conditions applying to the specific property do not apply generally to other properties in the
Village, and (4) the granting of the variances will not be contrary to the general objective
of Title 14 of moderating the size, number and obtrusive placement of signs and the
reduction of clutter.

NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
Section 1. The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities.
Section 2. Variations are hereby granted to Sections 14.20.030, 14.20.070 and
14.20.130 of the Buffalo Grove Municipal Code to the property legally described as
follows:
That part of the west half of Section 8, Township 42 north, Range 11, east of the Third
Principal Meridian, bounded by a line described as follows: Commencing at a point in the
north line of the northwest '/4 of said Section 8, said point being 117.86 feet west of the
northeast comer thereof, as measured along said north line which bears north 89 degrees 25'-
40" west; thence south 00 degrees 03' -37" west, 50.00 feet to a point in the south line of
Dundee Road, as dedicated per Document No. 21118215; thence north 89 degrees 25' -40"
west, along said south line 690.00 feet to the northwest corner of Lot 1 in "Grand - Spaudling
Dodge ", according to the Plat thereof recorded December 17, 1976 as Document No.
23752075, and the point of beginning of the parcel to be described; thence south 00 degrees
03' -37" west, along the west line of said Lot 1, a distance of 542.00 feet; thence
southwesterly and northwesterly along a curved line being the arc at a circle convex
southerly and having a radius of 430.00 feet, an arc distance of 456.44 feet (the chord of
which arc bears north 84 degrees 41' -03" west and measures 435.31 feet), to a point in the
east line of Arlington Heights Road; thence north 00 degrees 03' -37" east, along said east
line, 506.00 feet to its intersection with the south line of Dundee Road, aforesaid; thence
south 89 degrees 25' -40" east, along said south line, 433.50 feet to the point of beginning,
(excepting there from that part taken for Arlington Heights Road, as widened), in Cook
County, Illinois.
For the purpose of installing more than one ground sign that would be located closer than
two hundred fifty feet from an existing ground sign on the same side of the street; to install
a ground sign that would project into the required setback area; to install more than one
directional sign; and directional signs that would exceed four feet in height and twelve
square feet of copy area on the real property commonly known as 935 W. Dundee Road,
Buffalo Grove, Illinois.
Section 3. These variances are subject to the condition that the petitioner install the
subject signs pursuant to the exhibits introduced to the Zoning Board of Appeals during the
public hearing thereon and the Findings of Fact and Conclusions rendered thereon.

Section 4. This Ordinance shall be in effect from and after its passage and
approval. This Ordinance shall not be codified.

present and sworn in. The public hearing notice published in the Daily Herald on January
3, 2005 was read.
Ms. Dooley described the variances being requested. Toyota has a new sign package that
Arlington Toyota is trying to address while addressing the needs of the Village of Buffalo
Grove. The proposed ground sign is the smallest sign in the new sign package from
Toyota and is more aesthetically pleasing than the current ground sign.
Ch. Entman confirmed with the Petitioner that the number of signs is not being increased.
Ms. Dooley replied that they are only replacing the existing signs.
Ch. Entman does not have a major issue with the majority of the proposed signage. He
does have a concern with the height of the proposed ground sign. The proposed ground
sign is taller than what currently exists. The Zoning Board has worked to keep signage to
a reasonable size. The proposed sign is a different type and configuration of ground sign.
The copy is less but the overall effect is more in that it is a huge structure at nineteen feet
(19') tall.
Ms. Dooley responded in that the proposed ground sign is four inches (4 ") taller than the
current ground sign. The only portion of the new sign that is illuminated is the lettering.
This would reduce the illumination which she believes would be better to meet the needs
of the Village.
Com. Sandler agrees with Ch. Entman. The signs are attractive and are better than what
currently exists. He would like to see a ground sign that is effective but more modest.
Mr. Vicari described the Toyota Image USA2 program and stated it is a mandatory
program from Toyota. Toyota does not deviate from choice of materials, types of
furniture, the color of the paint on the walls and the type of tiles they use. Toyota is
dictating everything pertaining to the renovation and expansion of the facility. Mr. Vicari
presented to the Board the Toyota Image USA2 program book to view the perspective of
a dealership with the signage. Mr. Vicari explained that they need to compete with other
dealerships. Some landscaping was completed last year and they would landscape around
the signage. Toyota is requiring the dealerships to comply with the re- imaging by 2008 or
2010, depending on what territory the dealership is located in.
Ch. Entman asked if Toyota is mandating the size of the sign. Ms. Dooley replied that the
size of the dealership dictates what the height of the sign shall be. Ch. Entman asked if
Toyota is requiring a nineteen foot (19') high sign at this location. Ms. Dooley stated yes.
The height of the ground sign was discussed at length.
Mr. Mark Van Keuren, Arlington Toyota, 935 W. Dundee Road, Buffalo Grove, Illinois
60089 was also present and sworn in. Mr. Van Keuren explained that the proposed signs
are actually leased from Toyota. They have a ten (10) year lease program. All the signs in
the lease program are identical and have to be identical at each dealership. Every sign that

Toyota is designing and implementing a new corporate image program nationwide.
Toyota has spent a great deal of time building a conservative sign package that is modem,
functional, and aesthetically pleasing
This proposal includes the replacement of all ground- mounted signage at the site,
including brand signs and directionals. The proposed signs are replacements of existing
signs only as no additional signs are to be added. We are attempting to improve upon the
signage that has already been established by implementing this uniform sign package. .
We firmly believe that the proposed signage is not only a necessity but also a reasonable
proposal, as it will have a positive impact upon the corridor.
The following is a list of the sign program components as they compare to the existing
signage:
1. Freestanding Pylon Toyota: The current sign can be seen in the enclosed
photographs. The dimensions are -- 6.5'xl7'at 18'8" OAH from grade, for an
overall area of 110 square feet. The proposed freestanding sign is a monument -
style sign measuring Win height. The area of the two logo components total
39.70 square feet. The proposed signage is composed of a non - illuminated
decorative pole cover with channel letter style sign elements attached. This will
provide sufficient lighting for the readability of the sign, while keeping
illumination at a minimum.
2. Collision Center Monument: The proposed monument sign reading "Certified
Collision Center" measures 6'x8' at 6' OAH, for a total area of 48 square feet.
The current sign can be viewed in the enclosed photographs. The dimensions are
6'xI2'at 6' overall height, with an area of 72 square feet.
3. Customer Parking Directional: The current signs can be seen in the enclosed
photographs. The dimensions are 2'x4'1", with an area of 8.2 square feet. The
proposed illuminated directionals will help consumers locate: Parking, Service,
Parts, Collision Center, and Rental Car areas of the lot. This provides the
customer with better equipped directions for their Arlington Toyota Dealership
needs. Due to the amount of copy of the sign, the square footage increase to
20'5" square feet. We feel this is very conservative for the amount of information
given on the directional and is more efficient than having several separate
directionals located on the lot.
4. Certified Used Vehicles Monument: The proposed Used Vehicles sign
measures 6'x8' at 6' overall height and an area of 48 square feet. The Used
Vehicles sign will be more effective in this location than the Parts & Service
Directional. The current sign measures 2'x4', with an overall area of 8 square
feet.
5. Collision Center Directional: The current sign can be viewed within the
photographs enclosed. Its dimensions are 2'- 1 "x6' -1 ", an area of 12.81 square
feet. This would be replaced with the Collision Center directional measuring
3'x4' -1 ", for a total of 12.25 square feet.
As you can see, the new signage program is extensive, but practical. Arlington Toyota is
adding to the ambiance of the community by providing more modem signage. Arlington
Toyota has been a staple to the community and wishes to be able to continue this
relationship by providing their customers with a forward - thinking attitude and ability to

GRANTING A VARIANCE FROM SECTIONS
14.20.030, 14.20.070 and 14.20.130
OF THE BUFFALO GROVE SIGN CODE
Arlington Toyota, 935 W. Dundee Road
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and
WHEREAS, Babcock Advertising, on behalf of Arlington Toyota, the owner of the
property commonly known as 935 W. Dundee Road, and hereinafter legally described, has
requested variations from Section 14.20.030, pertaining to Business Districts, Section
14.20.070, pertaining to ground signs and Section 14.20.130 pertaining to directional
signs, of the Village's Sign Code for the purpose of installing more than one ground sign
that would be located closer than two hundred fifty feet from an existing ground sign on the
same side of the street; to install a ground sign that would project into the required setback
area; to install more than one directional sign; and to install directional signs that would
exceed four feet in height and twelve square feet of copy area; and
WHEREAS, the Zoning Board of Appeals has held a public hearing, received
testimony, prepared minutes, made certain findings and conclusions, and has made an
affirmative recommendation on said request for variations; and
WHEREAS, the Corporate Authorities of the Village of Buffalo Grove hereby
determine and find that said variations are in harmony with the general purpose and intent
of Title 14, Sign Code, of the Buffalo Grove Municipal Code, and that (1) the ordinance in
question would cause undue and unnecessary hardship to the sign user because of unique or
unusual conditions pertaining to the property, (2) the granting of the requested variances
will not be materially detrimental to the property owners in the vicinity, (3) the unusual
conditions applying to the specific property do not apply generally to other properties in the
Village, and (4) the granting of the variances will not be contrary to the general objective
of Title 14 of moderating the size, number and obtrusive placement of signs and the
reduction of clutter.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows:
Section 1. The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities.
Section 2. Variations are hereby granted to Sections 14.20.030, 14.20.070 and
14.20.130 of the Buffalo Grove Municipal Code to the property legally described as
follows:
That part of the west half of Section 8, Township 42 north, Range 11, east of the Third
Principal Meridian, bounded by a line described as follows: Commencing at a point in the
north line of the northwest '/4 of said Section 8, said point being 117.86 feet west of the
northeast corner thereof, as measured along said north line which bears north 89 degrees 25'-
40" west; thence south 00 degrees 03' -37" west, 50.00 feet to a point in the south line of
Dundee Road, as dedicated per Document No. 21118215; thence north 89 degrees 25' -40"
west, along said south line 690.00 feet to the northwest corner of Lot 1 in "Grand - Spaudling
Dodge ", according to the Plat thereof recorded December 17, 1976 as Document No.
23752075, and the point of beginning of the parcel to be described; thence south 00 degrees
03' -37" west, along the west line of said Lot 1, a distance of 542.00 feet; thence
southwesterly and northwesterly along a curved line being the arc at a circle convex
southerly and having a radius of 430.00 feet, an arc distance of 456.44 feet (the chord of
which arc bears north 84 degrees 41' -03" west and measures 435.31 feet), to a point in the
east line of Arlington Heights Road; thence north 00 degrees 03' -37" east, along said east
line, 506.00 feet to its intersection with the south line of Dundee Road, aforesaid; thence
south 89 degrees 25' -40" east, along said south line, 433.50 feet to the point of beginning,
(excepting there from that part taken for Arlington Heights Road, as widened), in Cook
County, Illinois.
For the purpose of installing more than one ground sign that would be located closer than
two hundred fifty feet from an existing ground sign on the same side of the street; to install
a ground sign that would project into the required setback area; to install more than one
directional sign; and directional signs that would exceed four feet in height and twelve
square feet of copy area on the real property commonly known as 935 W. Dundee Road,
Buffalo Grove, Illinois.
Section 3. These variances are subject to the condition that the petitioner install the
subject signs pursuant to the exhibits introduced to the Zoning Board of Appeals during the
public hearing thereon and the Findings of Fact and Conclusions rendered thereon.

Section 4. This Ordinance shall be in effect from and after its passage and
approval. This Ordinance shall not be codified.
