AN ORDINANCE APPROVING A PRELIMINARY PLAN
IN THE R -5 DISTRICT
VILLAGE OF BUFFALO GROVE,
COOK AND LAKE COUNTIES, ILLINOIS

Expansion of parking lot
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit by virtue of the Illinois
Constitution of 1970; and,
WHEREAS, the real property legally described in EXHIBIT A ( "Property") attached hereto
is zoned in the R -5 One - Family Dwelling District with a Special Use for a public park facility; and,
WHEREAS, the Buffalo Grove Park District, as "Owner" of the Property has petitioned to
the Village for approval of a Preliminary Plan to expand the existing parking area in the northeast
portion of the Property pursuant to the following exhibits:

WHEREAS, notice of the public hearing concerning the petition for approval of the
Preliminary Plan was given, including variations of the Development Ordinance (Title 16 of the
Buffalo Grove Municipal Code), and the public hearing was held by the Buffalo Grove Plan
Commission; and,
WHEREAS, the Plan Commission determined that the Preliminary Plan is appropriate for
the Property, and development of the Property as proposed would be compatible with adjacent
properties; and,
WHEREAS, the President and Board of Trustees after due and careful consideration have
concluded that the development of the Property on the terms and conditions herein set forth would
enable the Village to control development of the area and would serve the best interests of the
Village.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES,
ILLINOIS:
Section 1. This ordinance is made pursuant to and in accordance with the Village's
Zoning Ordinance, Development Ordinance and the Village's Home Rule powers. The preceding
whereas clauses are hereby made a part. of this Ordinance.
Section 2. The Corporate Authorities hereby adopt a proper, valid and binding
ordinance
approving the Preliminary Plan for expansion of the existing parking area pursuant to the attached
exhibits for the Property legally described in the attached Exhibit A.
Section 3. Approval of said Preliminary Plan is subject to the following conditions:
A. Variations of the Village Development Ordinance as depicted on Exhibit E
are hereby granted:
1. Section 16. 16.50.040.D. - To allow a point in the parking lot to be less
than one (1) foot above the high water line;
2. Section 16.50.040.C.3. -To waive the requirement for underdrains in the
proposed stormwater detention area.
B. Exterior lighting shall be designed and maintained to prevent glare or
nuisances for adjacent properties.
C. Landscaping shall be provided in accordance with the conceptual plantings

depicted on Exhibit F. A final landscaping plan shall be submitted to the
Village Forester for review and approval prior to any site preparation work or
modification to any existing trees or other vegetation on the Property.
D. Any changes or amendments to the plans and exhibits approved herein are
subject to Village approval, and the Village will determine if additional
public hearings are necessary for proposed changes or amendments.
Section 4. This Ordinance shall be in full force and effect on and after its passage and
approval. This Ordinance shall not be codified.

should be published in pamphlet form.
The pamphlet form of Ordinance No 204 -38
including the Ordinance and a sheet thereof; was
