AN ORDINANCE ESTABLISHING AN ARTS AND CRAFTS VENDOR LICENSE
WHEREAS, the Village of Buffalo Grove ( "Village ") is a home -rule municipality in
accordance with the constitution of the State of Illinois of 1970; and
WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules
and regulations that pertain to its government and affairs that protect the health, safety and
welfare of its citizens; and
WHEREAS, in exercise of its home -rule authority, the Village, through its President and
Board of Trustees, has found and determined that the establishment of a license fee for arts and
crafts vendors is in the best interest of the public health, safety, and welfare of its citizens; and
WHEREAS, the Village further finds that an arts and crafts vendor license fee will raise
revenue that can be used for the purchase of artwork, and to cover the Village's cost for work
performed on the vendor program.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois as follows:
Section 1: That the facts and statements contained in the preamble of this
Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.
Section 2: Chapter 5.10 is hereby added to the Village of Buffalo Grove Municipal
Code to read as follows:
Chapter 5.10
Arts and Crafts Vendor License
5.10.010 Definitions
For purposes of this Chapter, the following terms, phrases, and words shall have the meanings
given to them in this Section.
"Arts and Crafts Vendor" means any individual or group that intends to showcase and
sell media at festival, fairs and other like events, which includes, but not limited to,
painting, sculpture, wood, ceramics, photography, mixed media, jewelry, watercolor,
glass, drawing, works on paper, fiber, and fine crafts.
5.10.020 Vendor's License Required
It shall be unlawful for any person, firm, or corporation to engage in the business of an Arts and
Crafts Vendor within the Village without first obtaining a license therefor as provided herein.
5.10.030 Application for License.
The application for all licenses issued under this Chapter shall contain the following information:
the name of the person to whom the license is granted, the nature and kind of business, the
applicant's Illinois sales tax number, the length of time for which the right to do business in the
Village is desired, the number of vehicles, the kind of vehicles, a description thereof, together
with license numbers.

5.10.040 Arts and Crafts Vendor Fee.
The fee for a license to engage in the business of an Arts and Crafts Vendor shall be Twenty
Dollars ($20) for six days or fewer; Fifty Dollars ($50) per week; seventy -five ($75) per month;
and One Hundred Fifty Dollars ($150) per year.
The fee shall not apply to the following:
A. Governmental or public agencies or institutions;
B. Religious, educational and charitable institutions, societies or organizations;
C. Fraternal organizations, legion posts, social and political groups.
5.010.050 Transfer
No license issued pursuant to this Chapter shall be transferred.
5.10.060 Violation - Penalty.
Any person violating the provisions of this Chapter shall be punished as provided in Chapter
1.08.
Section 3. Severability.
Each provision of this ordinance is severable. If any provision of this ordinance or the
application of any provision of this ordinance to any person or circumstance is held invalid, the
remainder of this ordinance and the application of the provisions of this ordinance to other
persons or circumstances shall not be affected thereby and shall remain valid, enforceable, and
otherwise in full force and effect.
Section 4. Effective Date.
This ordinance shall be in full force and effect upon its passage, approval and publication in
pamphlet form.
