AN ORDINANCE AMENDING THE TITLE 13 OF THE VILLAGE OF
BUFFALO GROVE MUNICIPAL CODE CONCERNING
STORMWATER MANAGEMENT AND AMENDING TITLE 18 OF
THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE
CONCERNING FLOODPLAINS
WHEREAS, the Village of Buffalo Grove has previously established stormwater
management and floodplain regulations which have proven to result in the construction of
effective and high quality stormwater management systems, and
WHEREAS, the Lake County Board adopted a Watershed Development
Ordinance on June 8, 1992, which was amended on October 10, 2000.
WHEREAS, it is necessary for the Village of Buffalo Grove to amend its
stormwater management regulations to enable the Village Engineer to effectively provide
overall coordination of stormwater management facility design without the inefficiency
and confusion, which would otherwise be expected to result if the staff of the Lake
County Stormwater Management Commission were to independently administer Lake
County's Watershed Development Ordinance while the Village Staff is simultaneously
administering Buffalo Grove's Stormwater Management regulations, and
WHEREAS, the Federal Emergency Management Agency has submitted revised
Floodplain Maps which are required to be adopted to maintain status in the National
Flood Insurance Program.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees
of the Village of Buffalo Grove, Lake and Cook Counties, Illinois, as follows:
Section 1: Chapter 13.12.115 of the Buffalo Grove Municipal Code is amended to
read as follows:
Adoption of Lake County Watershed Development Ordinance by Reference: The
provisions of the Lake County Watershed Development Ordinance as approved by the
Lake County Board on October 10, 2000, are adopted herein by reference. In case of
conflict between the provisions of the Lake County Watershed Development Ordinance,
and any other provisions of the Buffalo Grove Municipal Code, the most stringent
provisions shall apply. The Village Engineer shall serve as the "Enforcement Officer" for
the purpose of administering the provisions of the Lake County Stormwater Management
Ordinance.
Section 2: Section 18.04.330 of the Buffalo Grove Municipal Code is hereby
amended to read as follows:

18.04.330 Regulatory Floodway: "Regulatory Floodway" means the channel, including
on -stream lakes, and that portion of the floodplain adjacent to a stream or watercourse as
designated by IDNR/OWR, which is needed to store and convey the existing 100 -year
frequency flood discharge with no more than a 0.1 foot increase in stage due to the loss of
flood conveyance or storage, and nor more than a 10 percent increase in velocities. The
regulatory floodways are designated for Buffalo Creek, Farrington Ditch, White Pine
Ditch, and McDonald Creek, on map number 17031C and panels 0063F and 0064F, dated
November 6, 2000, of the countywide Flood Insurance Rate Map for Cook County
prepared by the Federal Emergency Management Agency. To locate the regulatory
floodway boundary on any site, the regulatory floodway boundary should be scaled off
the regulatory floodway map and located on a site plan, using reference marks common
to both maps. Where interpretation is needed to determine the exact location of the
regulatory floodway boundary, the IDNR/OWR should be contacted for the
interpretation.
Section 3: Section 18.04.180 of the Buffalo Grove Municipal Code is hereby
amended to read as follows:
18.04.180 Floodplain: " Floodplain" means that land typically adjacent to a body of water
with ground surface elevations at or below the base flood or the 100 -year frequency flood
elevation. Floodplains may also include detached Special Flood Hazard Areas, ponding
areas, etc. The floodplain is also known as the Special Flood Hazard Area (SFHA). The
floodplains are those lands within the jurisdiction of the Village that are subject to
inundation by the base flood or 100 -year frequency flood. The SFHA's of the Village are
generally identified as such on the following map number 17031 C and panels 0063F and
0064F, dated November 6, 2000, of the countywide Flood Insurance Rate Map for Cook
County prepared by the Federal Emergency Management Agency.
Section 4: Section 18.10.020 of the Buffalo Grove Municipal Code is hereby
amended to read as follows:
Section 18.10.020 Base Flood — The base flood or 100 -year frequency flood elevation for
the SFHA's of Buffalo Creek, Farrington Ditch, White Pine Ditch and McDonald Creek,
shall be as delineated on the 100 -year flood profiles in the countywide Flood Insurance
Study for Cook County prepared by the Federal Emergency Management Agency and
dated November 6, 2000, and such amendments to such study and maps as may be
prepared from time to time.
Section 5: The validity of any section clause, sentence or provision of this
Ordinance shall not affect the validity of any other part of this Ordinance which can be
given effect without such invalid part or parts.

Section 6: This Ordinance shall take effect and be in full force from and after its
passage, signing, approval, and publication in pamphlet form as provided by law.
